Transactions Specialist - Human Resources Technician 2
Minnesota Management and Budget is seeking a Transactions Specialist to join their internal Human Resources team. This role involves providing advanced administrative and technical expertise to support HR operations, including processing employee transactions and assisting with personnel issues.

Responsibilities
Review, research, and process a variety of routine and complex human resources transactions in a human resource information system (HRIS)
Run, review, and analyze reports relating to transactions
Advise and assist in the administration of leaves of absences
Assist, and advise employees on personnel related policies, procedures, and practices
Complete employment verifications and monitor the general HR email box
Assist with new employee onboarding and off boarding process
Audit paperwork and maintain employee files
Qualification
Required
Two years of experience processing human resources or payroll transactions in a Human Resources information system
Experience applying federal, state, and/or employment contract language, personnel rules, policies, and procedures as it pertains to employee transactions, benefits, and/or payroll
Customer service experience sufficient to provide prompt, courteous and accurate administrative and technical support to a variety of audiences
Experience with database management, electronic spreadsheets, and word processing software sufficient to track and analyze HR data, create spreadsheets and reports, and draft correspondence
Knowledge of and ability to understand how HRIS transactions affect employee benefits, taxes, pay, etc
Strong communication skills sufficient to relay sensitive/personal information in person, via email and in producing a wide variety of documents such as memos, letters, and forms making changes to align with policy and procedures
Demonstrated respect for diversity and a deep commitment to fostering an inclusive and collaborative work environment
Preferred
Human Resources experience working for the State of Minnesota
Previous experience with administering and tracking FMLA
Experience using SEMA4 and Recruiting Solutions
Experience creating, querying and modifying reports in Oracle Business Intelligence Suite Enterprise Edition (OBIEE), the state's personnel data reporting tool
