Responsibilities
Lead the strategy, design, and implementation of organization‑wide learning and development programs
Partner with business leaders to align training initiatives with workforce needs and long‑term organizational goals
Manage and enhance tools, processes, and systems that support companywide learning experiences
Lead the APS Learning Council, guiding collaboration, decision‑making, and continuous improvement
Evaluate program effectiveness and use insights to enhance learning impact
Foster a culture of growth, innovation, and shared success across the organization
Plan, evaluate, prioritize and recommend strategies, programs, policies and processes that facilitate professional development, leadership development and continuous learning across the organization
Manage the department's operating budget and initiates actions in cases of deviations
Procure necessary tools/resources to support overall service requirements
Develop and manages the setting and achievement of department program goals
Lead the APS Learning Council to identify, assess and understand training needs and gaps in the organization
Perform needs analyses and reviews organization resources to ensure that learning and development resources exist or are developed
Oversee the learner experience on all learning platforms: LMS, on-demand content platforms, SharePoint, etc
Develop and implements the use of course assessments, testing and other processes to ensure the effectiveness of learning and development activities
Develop departmental plans, including business, production, operational and/or organizational priorities and controls resources and policy formation in area of responsibility
Qualification
Required
Bachelors' degree in Human Resources, Business Management, Industrial Psychology or related field
Eight (8) years related experience
Three (3) years prior leadership experience
Knowledge of adult learning processes, instructional design and delivery techniques, and evaluation methodologies
Experience and demonstrated skill in effective performance consulting and training needs analysis
Demonstrated strong project management skills
Preferred
Experienced learning and development professional skilled in building and leading enterprise-wide training programs
Strategic thinker who can translate business needs into impactful learning solutions
Collaborative leader who empowers others, builds strong partnerships, and models inclusive leadership
Strong communicator who can influence stakeholders and guide cross-functional initiatives
