Assistant Project Engineer - SR 520 Portage Bay Bridge (WMS2)

Responsibilities

Certify project documents and engineering deliverables as a licensed Professional Engineer (PE)
Lead and coordinate the work of WSDOT, consultant, and contractor staff to ensure successful project delivery
Manage day-to-day personnel activities, workload distribution, and team performance in alignment with program and HR direction
Travel to and within active construction sites, including during night and weekend work when required, to support field coordination, observe construction activities, and assist with emergency or unplanned incident response
Oversee assigned project elements by monitoring scope, schedule, budget, and risk, and implementing corrective actions when needed
Coordinate with partner agencies, including the City of Seattle, and other stakeholders to resolve technical issues, negotiate agreements, and maintain compliance with permits and commitments
Administer consultant contracts, including scope, schedule, budget, performance expectations, and progress tracking
Prepare project status, progress, and financial reports for management and executive audiences
Collaborate with the Design-Builder to deliver high-quality, cost-effective, and timely construction in accordance with contract requirements and WSDOT standards

Required

Comprehensive knowledge of civil and structural engineering principles, highway and bridge construction practices, and quality assurance/quality verification processes
Demonstrated experience managing or supporting delivery of large, complex transportation infrastructure or design-build contracts, with responsibility for scope, schedule, budget, and quality oversight
Skilled in reviewing and evaluating Design-Builder submittals, resolving field issues, ensuring compliance with contract requirements, WSDOT standards, and environmental commitments
Experienced in supervising, leading, coaching, and mentoring multidisciplinary engineering and inspection teams; fostering collaboration and accountability; and promoting a respectful, inclusive, and safety-focused work environment
Competent in planning, organizing, and prioritizing multiple concurrent tasks; setting measurable goals; tracking performance; and implementing corrective actions to achieve project objectives
Sound professional judgment in assessing project risks, making timely and effective decisions, and balancing cost, schedule, and quality considerations
Exceptional written and verbal communication skills, with the ability to negotiate and build consensus among contractors, consultants, local agencies (including the City of Seattle), utilities, and the public
Demonstrated commitment to maintaining a safety-driven culture and ensuring efficient use of personnel and financial resources to meet WSDOT and project goals
Actively demonstrates a commitment to learning and growth
Takes action to meet the needs of others
Registered as a Professional Engineer in the State of Washington or be licensed as a professional engineer in another state and be able to obtain licensure in Washington state within six (6) months of employment
Ability to work weekends when required and assist with emergency or unplanned incident response
A valid driver's license and the ability to operate state-owned vehicles
Ability to traverse rough, steep, and uneven terrain

Preferred

Experience leading or supporting large-scale design-build transportation and bridge projects valued at $250 million or greater
Strong familiarity with project delivery methods, contracting procedures, and construction documentation systems
Experience coordinating with local agencies (e.g., City of Seattle) on permitting, utilities, or right-of-way interfaces
Proficiency with engineering, scheduling, and project management applications such as ProCore, Bluebeam, Primavera P6, SharePoint, or equivalent tools
Demonstrated ability to apply sound management practices, innovative contract delivery methods, effective leadership, and strong interpersonal skills to build team cohesion and deliver results
Ability to solve complex problems, make well-reasoned decisions under pressure, and communicate clearly and respectfully in high-visibility or time-critical situations

Bereavement Leave – Most employees whose family member or household member dies, or for loss of pregnancy, are entitled to five (5) days of paid bereavement leave.
