Budget, Reporting, and Accounts Receivable Manager

Responsibilities

Plans, organizes, and directs the operations and activities of the AR team in areas such as daily deposits, billing, collections, fund, reconciliations, credit card reconciliations, and other financial support
Oversees collection of payments, monitoring accounts, resolving discrepancies, and processing credit adjustments
Monitors cash flow in class funds
Assists in compiling data related to agency financial transactions and operations, revenues, and expenditures
Oversees the maintenance of the budget including processing of revisions when necessary and notifying the CFO when issues present themselves
Analyzes financial information concerning personnel, capital projects, supplies and equipment, professional services, and other expenses
Oversees development of agency budget work program, including justification
Reviews and approves purchase orders and invoices to ensure accuracy and availability of proper funding
Oversees budget analyst level voucher approvals and assists when needed
Oversees the agency P-Card Administrator, budget meetings and financial reporting requests
Assists with preparing annual GAAP reports for OMES
Assists the CFO in establishing financial metrics and improvement of financial reporting for all areas of OMES
Performs or oversees extensive financial analysis for research requests, efficiency studies, and other information requests
Other duties as assigned

Qualification

Required

A bachelor's degree in accounting, business, public administration, or a closely related field
Four (4) years of experience in budgeting, AR, financial reporting or a combination, with at least (1) year in a supervisory capacity preferred
An equivalent amount of education and experience, with additional years of quality work experience used to offset the years of formal education year requirement

Preferred

Experience in governmental accounting
