They are seeking a Proposal Writer to draft high-quality proposals that align with RFP requirements and reflect the company's voice, translating complex healthcare concepts into clear narratives.

Responsibilities
Draft and revise proposal sections (e.g., approach, workplan, staffing, implementation, monitoring, equity)
Interpret RFP requirements and scoring criteria to shape responsive content
Incorporate case studies, past performance, and qualifications into tailored narratives
Participate in proposal kickoff meetings and check-ins to align on approach, roles, and timelines
Collaborate closely with subject matter experts, project managers, and leadership
Incorporate feedback from multiple reviewers while maintaining narrative coherence and alignment with RFP criteria
Identify and flag gaps, inconsistencies, or compliance risks early and propose solutions
Meet agreed-upon deadlines and communicate proactively when scope, clarity, or timing issues arise
Qualification
Required
5+ years of experience writing successful proposals for public sector (State/County), federal (HRSA/SAMHSA), or large foundation RFPs
Demonstrated familiarity with California's health landscape (e.g., CalAIM, Medi-Cal, DHCS, CYBHI, or BHSA) or complex behavioral health/social services systems. Candidates without health/human services experience will not be considered
Proven ability to interview subject matter experts and translate complex concepts (e.g., 'trauma-informed care,' 'integrated behavioral health,' 'clinical workflows') into compelling, non-jargon narratives
Ability to own the narrative strategy and drive content development independently, managing one's own timeline within the broader proposal schedule
