Team Leader, PACC
The Center for Alternative Sentencing and Employment Services (CASES) is currently seeking a highly skilled, youth-centered Team Leader to join the Planning Alternatives & Creating Community (PACC) program within the Pretrial Services Department. The Team Leader is responsible for the overall clinical, operational, and programmatic oversight of a multidisciplinary team serving justice-system–involved youth and young adults ages 16–27, ensuring the delivery of appropriate supervision and support services.

Responsibilities
Provide overall leadership and management of the PACC team, including direct and indirect supervision of Assistant Team Leader, Youth Clinical Case Coordinators, Youth Case Coordinators, Employment Specialist, Work Crew Supervisor, Youth Engagement Specialists, and a Resource Coordinator
Oversee daily program operations to ensure effective delivery of pretrial supervision, case management, outreach, crisis response, and incentive-based programming for youth and young adults
Ensure staff utilize developmentally appropriate, strengths-based, trauma-informed, and relationship-driven approaches when engaging participants
Promote innovative youth engagement strategies, including community-based activities, group programming, workforce experiences, and incentives that support sustained participation and compliance
Help ensure we maintain a safe working environment by reporting any hazards or unsafe conditions, e.g., liquid spill in hallway, to the appropriate facilities staff member or supervisor
Supervise and support staff through regular individual and group supervision, coaching, and performance feedback focused on accountability, growth, and fidelity to program models
Maintain a small, specialized caseload of participants with complex needs to support staff practice and ensure continuity of care for higher-risk cases
Implement and monitor risk management practices, including safety planning, case reviews, incident reporting, and coordination around participants with elevated needs
Facilitate team meetings, daily huddles, and case conferences to guide operations, review cases collaboratively, and address emerging trends
Ensure timely, accurate, and compliant documentation in agency databases and that court stakeholders receive accurate information to support judicial decision-making
Monitor program performance related to intakes, court appearance rates, compliance, re-arrest metrics, and participant engagement, and address performance gaps as needed
Collaborate with internal departments including Quality Improvement, Clinical Practice, Research and Evaluation, Development, and Training to support continuous improvement and funder reporting
Strengthen partnerships with community-based organizations to expand pathways to education, employment, and long-term stability for participants
Ensure services are culturally responsive, anti-racist, and youth-affirming, and responsive to participants’ identities, lived experiences, and developmental stages
Any other duties as required by the Program Director and other supervisory staff
Participate in special projects or initiatives as assigned by the Borough Director, Program Director, or senior leadership to support program growth and innovation
Perform other duties as required to support the effective functioning of the PACC program
Qualification
Required
Master's degree in clinical discipline with 2-3 years Supervisory and Program Management experience
At least 3 years of experience working with young adults or individuals who have been justice impacted
Experience understanding various evidence-based models and theories pertaining to psychoeducation, motivational interviewing, serious mental illness and recovery
Highly organized and self-motivated
