Benefits Service Manager
The Davis Companies is looking for a Benefits Service Manager to oversee the management and administration of benefits and wellness programs for Spelman College faculty and staff. This role involves developing and implementing benefit plans while ensuring compliance with regulations and managing vendor relationships.
Responsibilities
Provide expertise in managing, administering and processing the complete cycle of the benefits program, new hire benefit enrollment, annual enrollment, termination of benefits upon separation from service, and adherence to eligibility requirements. Must demonstrate proficient knowledge of federal and state regulations, (PPACA, COBRA, HIPAA, FMLA, ADA), related policies and day-to-day administration of benefits such as health insurance plans, disability plans, pre-tax spending accounts, life insurance
Provide quarterly benefit eligibility reports to TPA per ACA requirements
In partnership with plan consultants, insurance consultants, carriers and vendors, conduct annual renewal process to understand benefits and cost changes and trends
Effectively manage vendors and consultants to ensure superior service levels
Meet annually to monitor partners’ activities and management of programs
Ensure all managed agreements and contracts are reviewed, signed and submitted in a timely manner:
Knowledge of WRAP documents and the ability to complete
Develop benefit renewal recommendations, including employee contributions based on best practices and trends
In partnership with insurance providers, manage workers’ compensation claims, accurately maintain claim files, prepare annual reporting document by due date, facilitate communication between employees and managers on transition issues both upon departure and return, and ensure proper release to return to work documentation is received before employee returns to work. Assist and coordinate with workers’ compensation training and educational seminars. Facilitate and assist in resolving potential ergonomic concerns with appropriate resources and document results
Must have extensive knowledge of consumer driven health plans pre-tax and health savings accounts
Proficiently manage FMLA, disability leaves, workers’ compensation leaves, etc
Provide general informational sessions to explain benefits related to leave
Ensure timely return of paperwork, notify payroll of leave details and pay
Facilitate communications between employee and their manager on transition issues both upon departure and upon return
Supervises maintenance of human resources records and maintenance of enrollment, application, and claims records for all benefit plans
Develop, revise and or update benefits standard operating procedure manual
Assure that existing and new benefit programs are adaptable to standardized computer and reporting systems
Develop benefit information and statistical and census data for actuaries and insurance carriers
Accurately respond to inquiries and plan offerings and ensure employee enrollment/changes are submitted and all other supporting documentation received by required time frame; ensure changes are captured in the benefits systems timely and accurately. Maintain documentation to support any issues or delays
Plan and administer the annual open enrollment process to ensure optimal results, which includes preparing appealing benefits announcements to community, coordinating with vendors for their participation, making room reservations and ensuring rooms are properly set up, conducting benefit discussions and maintaining hard copy documents in employee benefit files
Respond to inquiries related to eligibility, plan provisions and other matters related to all benefits in a timely manner including completing required documents or forms for employees to receive benefits such as short term disability, long term disability, etc
In partnership with provider, responsible for managing and or implementing health wellness program which includes sending monthly emails to community on various health topics, promoting the various initiatives, classes, lunch and learns, and other activities. Demonstrate understanding of health wellness programs and coordinate periodic benefits fairs
Three times a year, review bulletin boards throughout campus to ensure panel of physicians and other required postings are properly displayed
Conduct benefit related audits quarterly to ensure integrity of data and implement corrective action
Review and timely facilitate distribution and updates to Summary Plan Descriptions (SPDs), Summary of Material Modifications (SMMs) and Summary Annual Reports (SARs) and other required documents to participants in a manner required by regulations. Review and make revisions to benefits related collateral materials
Assures compliance with Health Care Reform and provisions of Employee Retirement Income Social Security Act (ERISA) complies with federal, state, and local legal requirements by researching existing and new legislation
Perform analysis of benefit programs to ensure compliance with applicable regulations and plan documents including PPACA and ACA, COBRA, HIPAA, WHCRA, CHIP, etc
Prepare accurate monthly payment/billing requests to vendors in a timely manner, and effectively monitor and analyze invoices for discrepancies or omissions
Update, file and maintain hard copies of employee benefits forms/ files in various internal and external systems. Prepare personnel action forms as required. Adhere to established record retention guidelines
Responsible for the accurate and timely delivery of check requests with supporting documentation to payroll. Work and partner with payroll to ensure accuracy of premium deductions and payments to vendors
Accurately enter election data in provider systems, ensure accuracy of deductions codes for payroll; and resolve benefit issues that arise and maintain and file supporting documentation
Resolve benefits issues arising from improper or incorrect benefit data or discrepancies between employee and vendors records. Ensure internal compliance with plan and policy guidelines
Maintain professional relationships with plan consultants, insurance consultants, carriers and other vendors. Ensure integrity, confidentiality and competency with all benefits processes
Must maintain organized benefit files and file documents on a weekly basis
Qualification
Required
Bachelor's degree in Human Resources Management or related field with 12 to 15 years of progressive experience in benefits administration and benefits management is required or equivalent combination of education and experience is required
Must have subject matter expertise in PPACA, FMLA, COBRA, HIPAA, insurance programs and designs and benefits related compliance gained through direct experience in administering these programs
