ACCOUNTANT I (ACCOUNTS RECEIVABLE/TREASURY)

NEOGOV is seeking an Accountant I in the Department of Finance for Fulton County. This role involves performing independent accounting duties across multiple financial divisions, including accounts payable and treasury, while ensuring compliance with financial policies and procedures.

Responsibilities

Performs professional accounting duties independently across assigned financial divisions, including pension, employee benefits, treasury, accounts payable, and general accounting
Posts adjustment entries and reconciles accounts such as retirement contributions, benefit deductions, cash receipts, vendor payments, and general ledger balances; monitors budget status of accounts; reviews submitted accounting documents; and posts adjustments or forwards errors/misstatements to applicable parties for resolution
Reconciles bank statements, pension trust accounts, and treasury activity reports; balances daily cash positions and investment transactions; researches dishonored checks and outstanding items; prints applicable banking statements/reports; prepares and sends correspondence; and follows up with internal and external parties to resolve discrepancies
Interprets court documents, benefit directives, and financial orders to make appropriate adjustments and entries, including garnishments, pension settlements, and compliance-related transactions
Assists with contract and grant administration procedures: prepares and maintains spreadsheets of budgeted revenues and expenditures contrasted with actuals; identifies and advises appropriate personnel on unusual or significant variances across assigned divisions
Researches financial information for internal departments, external auditors, and regulatory agencies; compiles supporting documentation for audit schedules, pension reporting, treasury compliance, and benefit reconciliations
Processes a variety of documentation associated with department and division operations, within designated timeframes and per established procedures: receives and reviews payroll data, benefit enrollments, invoices, departmental reports, customer billings, and division-specific items; modifies and deletes data entry transactions as necessary; and completes, processes, forwards, or retains documentation as appropriate
Prepares or completes various forms, reports, correspondence, and other documentation, including reconciliation reports, reimbursement requests, receipts, grant reports, pension summaries, and financial analysis; compiles data for further processing or for use in preparation of department reports; and maintains computerized and/or hardcopy records in accordance with retention schedules
Provides lead direction to accounting or financial support staff in assigned division; may assist with onboarding, training, and procedural guidance related to pension, benefits, treasury, AP, or general ledger workflows
Maintains a current, comprehensive knowledge and awareness of applicable laws, regulations, principles, and practices relating to government accounting, financial reporting, payroll compliance, benefits administration, and/or grant management; maintains professional affiliations; and attends webinars, meetings, workshops, hearings, and training sessions as required; may provide related training and guidance to staff

Required

Bachelor's Degree in Accounting, Business or Public Administration, supplemented by two years of experience in performing treasury duties to include accounts receivable, cash management, and completing transactional and informational reports; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job
Must have an understanding of cash flow forecasting, investment tracking, and debt service management within a public sector framework

Ability to perform banking duties, accounts receivable duties, reconcile cash positions, and ensure compliance with treasury policies and bond covenants, and apply all county or departmental policies, practices, and procedures necessary to function effectively in the position
