Division Chief, Retirement Benefit Services Division

CalPERS, the nation’s largest public pension fund, is seeking a talented, energetic leader to become the Division Chief of the Retirement Benefit Services Division (RBSD). The role involves full responsibility for the administration of RBSD, providing benefits and information to over 2.2 million active members, retirees, survivors, and beneficiaries, along with managing various retirement benefit processes.

Responsibilities

Provide benefits and information to members, retirees, community property non-members in both the Public Employees’ Retirement System (PERS) and the Judges’ and Legislators’ Retirement System (JLRS)
Administer all aspects of the JLRS
Provide eligibility for and calculation of retirement benefits and adjustments
Process the monthly payment roll
Manage deductions from monthly benefit payments
Make adjustments to benefit payments
Conduct the annual tax reporting
Collect overpayments
Certify benefit payment eligibility
Verify death
Process reinstatements and other post-retirement employment issues

Required

A Statement of Qualifications (SOQ) is required and serves as the examination for this CEA recruitment and must be included with your application
Responses including specific examples and indicate relevant career details for EACH of the qualification factors outlined below
It must not exceed two pages in length, must have 11 point Arial font, and each question must be numbered and answered, listing all relevant experience, education, and training, including places of employment, dates, and duties performed
Describe your ability and experience in planning, organizing, and directing the work of multi-disciplinary professional and administrative team providing eligibility and calculation of retirement benefits, processing monthly payment roll, conducting annual tax reporting, collecting overpayments, certification of benefit payment eligibility, death verification reinstatements or other post-retirement employment issues
Describe your experience working collaboratively with internal and external stakeholders, subject matter experts, and senior leadership to develop regulations, policies, procedures, or processes and the implementation of those regulations, policies, procedures, and processes
Describe your demonstrated communication skills and experience presenting sensitive and complex issues and technical requirements, both verbally and in writing, in a way that is understood by a wide range of stakeholders including active and retired members, labor and employer organizations, executive leadership, or a governing board
Individuals who are eligible to be appointed to this Career Executive Assignment (CEA) by the State of California

This is an incentive eligible position. The incumbent will be eligible for an annual incentive award of up to 15% of salary.
