PROJECT MANAGER II - OAHU (OHHI)
NEOGOV is seeking a Project Manager II to oversee complex projects for the State of Hawai'i. The role involves planning, organizing, and managing projects while ensuring they are delivered on time and within budget, along with supervising project teams and managing contracts.

Responsibilities
Determine project and program priorities; oversee all project components from conception to implementation; work directly with project staff and consultants to ensure that resources are appropriately utilized throughout project phases and that the implementation schedule is managed to include operational changes and updates; visit work sites in order to monitor project progress; request and allocate the appropriate resources needed for timely completion of all phases, upgrades, and modifications; participate in discussions with stakeholders to determine what functionality needs to be maintained or updated; communicate effectively with all stakeholders to ensure adherence to project expectations, milestones, and deliverables; conduct procurement procedures to hire consultants and contractors as required; manage contracts to ensure that contracts are performing in accordance with contractual commitments and obligations; manage oversight of all project tools, information, and document libraries; coordinate functional management activities, which may include business process analysis and re-engineering; maintain records and documentation pertaining to project decisions and significant modifications to the design and/or implementation of the project; coordinate and manage end-user testing; facilitate the development, implementation, and communication of new policies and procedures; provide advisory support to stakeholders and project staff; serve as a resource to community organizations and others concerned with project implementation and potential impacts; evaluate and refine operating procedures to improve the execution of projects; plan, assign, and schedule work assignments of the unit; conduct training activities for staff; prepare correspondence and reports; and evaluate the work performance of subordinates
Qualification
Required
Bachelor's degree from an accredited four-year college or university
Four and one-half (4-1/2) years of progressively responsible professional experience planning, directing, managing, monitoring, and evaluating projects
Experience must include determining project goals, scope, deliverables, timelines, costs, and resources; leading project teams; administering budgets and contracts; tracking project progress to ensure that milestones are met on time and within budget; documenting project progress; and identifying metrics for project evaluation
Supervisory aptitude rather than actual supervisory experience is required
Applicants must possess a valid driver's license at the time of appointment
