Responsibilities

Responsible for hiring, coaching, training, and performance management of staff
Oversees and empowers inspectors in the field, ensuring the highest standards of inspection quality, approving comprehensive inspection reports, and supporting inspectors in resolving complex issues
Drives the strategic planning, scheduling, and efficient execution of seasonal inspection assignments across designated ERCOT regions, taking direct ownership for prioritizing assignments and optimizing resource allocation to consistently meet ERCOT's critical operational targets, including the rigorous review of inspector schedules prior to ServiceNow work order creation
Provides expert technical oversight for on-site and remote inspections of generation resources and transmission facilities, ensuring compliance with weatherization standards
Serves as a primary liaison and trusted advisor to Market Participants, Weatherization and Inspection Leadership team, cross-functional teams, external inspectors, and other stakeholders, fostering strong professional relationships critical to program success
Frequently interacts with direct reports and functional peer groups. Interaction normally requires the ability to gain cooperation of others
Provides direct supervision to professional individual contributors and/or skilled, support individual contributors. Acts as an advisor to department and may become actively involved, as required, to meet schedules and resolve problems. A small portion of time is normally spent performing individual tasks related to the department. Typically has full responsibility for direct reports
Provide input to budgeting and financial decisions that impact the department. Requests approval for financial actions beyond a limited scope per policy
Manages a professional team and is responsible for subordinate staff within a department
Responsible for hiring, coaching, training, and performance management of staff
Reviews and approves staff timesheets and leave requests
Prepares and administers budgets and financial goals for the department
May participate in RFP's and vendor management delivery and compliance activities for goods and/or services
Develops, maintains and/or supports business rules, policies, and processes consistent with rulings and mandates, and supports the facilitation of the revision process for implementation to Protocols, Market Guides, and other Binding Documents
Communicates with generator and transmission service provider owners
Leads accountability efforts for compliance of Texas power plants or transmission facilities with weatherization and maintenance regulatory requirements
Ensures staff and/or vendors perform in alignment with policy and procedures
Conduct and/or oversee site visits which includes physical inspection of auxiliary equipment, and verification of compliance with completed work orders, preventative maintenance records and checklists
Reviews data on the site inspections, and helps to create the timeline for corrective action and re-inspection
Communicates results of analyses to appropriate stakeholders, including maintaining regular communication with the management team, providing relevant information to ensure compliance with all applicable requirements
Reviews weather related outages and performance of power plant systems for regulatory compliance and recommends corrective action
Oversees the performance of root cause and trend analysis and recommends process improvement
Exhibits excellent verbal and written communication skills, including the ability to explain technical concepts and provide executive level presentations
Exhibits political savviness in addressing issues that will impact ERCOT and Market Participants
Provides consultation to ERCOT staff, Legal, Regulatory Affairs, PUCT, Reliability Monitor and Market Participants, with respect to weatherization efforts
Serves as a departmental representative on cross-functional teams, proactively providing technical, business, and policy guidance
Builds strong professional relationships both internally and externally. Networks with key contacts within and outside the electric utility industry
Assigns and leads the work of projects and audits
Acts as mentor and advisor
Maintains knowledge of emerging trends and industry best practices
Performs other duties as assigned

Required

Requires minimum 5 years of job-related work experience and 1 year in a leadership role preferred in excess of degree requirements. Minimum years of job-related experience can include time in leadership roles
Requires minimum 3 years related work experience in thermal power plant maintenance or operations (some ERCOT region experience preferred)
Familiarity with power plant weatherization in thermal and intermittent (all technologies preferred)
Bachelor's Degree: Electrical Engineering, Mechanical Engineering, or related field (Required)
or a combination of education and experience that provides equivalent knowledge to a major in such fields is required
Travel required. May travel up to 80% during inspection months (4 months in summer, 3 months in winter) for multiple days at a time
Ability to walk, climb stairs and ladders, stand for prolonged periods of time, and access power plant, transmission facilities, and load resource facilities while wearing appropriate PPE
Ability to gain clearance for escorted and/or unescorted access for plant visits and inspections as needed
Hold and maintain a valid Texas Driver's License, have an acceptable driving record, and a reliable personal vehicle
Must have dependable access to the internet

Preferred

Familiarity with inverter-based resource operations, limitations, and equipment
Vendor and Project Management experience
Familiarity with operational dashboards and analytical tools (e.g., Power BI, Databricks, ServiceNow) to track workload, quality trends, and support planning and decision-making
Master's Degree: Electrical Engineering, Mechanical Engineering, or related field (Preferred)
Certified Weatherization Inspector (CWI) Certification (Preferred). Must obtain CWI certification within 1 year in position
