Health Services IT Supervisor

Responsibilities
Leads, supervises, coordinates and participates in the operational activities for an assigned information systems work group, which may include application development, application support, end user support and training, server administration, or systems security
Selects, trains, motivates and evaluates information technology personnel
Plans, prioritizes, assigns and reviews the work of staff responsible for developing, implementing and maintaining hardware and software applications, and providing non-technical support to system users
Analyzes information systems requirements and designs and implements processes and/or improvements that promote increased efficiency and effectiveness; identifies resource needs, drafts or updates system documentation; coordinates and provides user training as appropriate; and allocates resources accordingly
Provides technical leadership and direction in all phases of software and hardware selection, product development, implementation, testing and support
Manages assigned projects and budgets; monitors project and budget performance and compliance with applicable specifications, rules, regulations and laws related to information systems analysis; and ensures quality and timeliness of work performed
Conducts research on new and evolving computer technologies and recommends systems and improvements for the Department; prepared analytical and statistical reports
Guides the development of new or enhanced HSD systems, policies and practices
Participates in the development of policies and procedures; monitors work activities to ensure compliance with established policies and procedures; and makes recommendations for changes to existing standards and procedures
Supports Epic Tapestry module and creates claim rules, member co-pay and deductible set-up, plan set-up, benefit set-up, and provider set-up and works collaboratively to program computers to comply with rules
Manages the Performance Management Unit of and advises the CEO of business and policy issues and decisions relating to health care systems management
Prepares and analyzes reports as requested by the CEO and COO to assist in future planning for the Health Plan
Qualification
Required
Possession of a Bachelor's Degree from an accredited college or university with a major in Computer Science, Medical Informatics, Healthcare Administration, Health Sciences, Business Administration, Public Administration, Engineering, or a closely related field
Three (3) years of full-time, or its equivalent, experience as a manager, supervisor, or project lead in an information technology environment having responsibility for one or more of the following areas: application support, development/programming, data analysis and report development, systems analysis, technical support and/or network or server administration, at least two (2) years of which was in a health care information systems environment
Possession of professional technical certifications can substitute for up to a maximum of two (2) years of the required education. Each of the following current and valid certifications can be substituted for six (6) months of required education: Any of the following Epic certifications: Ambulatory, Tapestry, Epic Resolute Hospital Billing, Epic Care Everywhere, Health Information Management, Prelude (Grand Central), EpicCare Inpatient (ClinDoc), Epic Client Systems Administrator/Manager (ECSM), or Operational Database Administrator; Certified Associate in Healthcare Information and Management Systems (CAHIMS)
Knowledge of principles of healthcare administration and health plan operations
Knowledge of principles of leadership, management, supervision, training and performance evaluation
Knowledge of budget development and management
Knowledge of information systems principles and their applications in a health services environment
Knowledge of methods and techniques used to develop, test, and implement systems
Understanding of information systems design, implementation and management strategies
Knowledge of project and change management
Skill in analytical and problem solving
Skill in verbal and written communication
Ability to supervise, review, and coordinate the work of subordinate professional and technical personnel
Ability to select, train, and evaluate staff
Ability to analyze business requirements and make recommendations on appropriate system solutions
Ability to communicate clearly and concisely, both orally and in writing
Ability to respond to escalated requests and inquiries from system users
Ability to establish and maintain effective working relationship with others
Ability to provide and promote excellence in customer service for internal and external customers
Ability to acknowledge and respect cultural and linguistic differences of the County's diverse population
