Instructional Systems Designer
Strategic Insight, Ltd. is seeking a Senior Instructional Systems Designer (Sr. ISD) to support the Department of the Navy by leading the analysis, design, development, implementation, and evaluation of advanced learning solutions. The Sr. ISD will apply proven instructional design methodologies and adult learning theories to create effective, engaging, and mission-aligned training programs for diverse adult learner audiences.

Responsibilities
Lead end-to-end instructional systems design efforts using ADDIE or comparable ISD frameworks
Conduct training needs analyses and performance gap assessments for programs of varying size and complexity
Design and develop instructor-led training, blended learning, and multimedia-based learning solutions tailored to adult learners
Apply established learning theories and models to ensure instruction is effective, measurable, and aligned with learning objectives
Develop learning objectives, assessments, curricula, lesson plans, and instructional materials aligned with Bloom’s Taxonomy
Incorporate experiential, problem-based, and collaborative learning approaches into instructional solutions
Integrate principles from the Cognitive Theory of Multimedia Learning into courseware and digital products
Evaluate training effectiveness and recommend continuous improvements based on learner performance and feedback
Collaborate with government stakeholders, subject matter experts, and cross-functional teams to ensure instructional alignment with mission requirements
Provide expert guidance and mentorship to junior instructional designers, as required, and
Perform duties as assigned
Qualification
Required
Master's degree in Instructional Systems Design (ISD) or a closely related field
Minimum of 10 years of experience performing work similar in size, scope, and complexity
Demonstrated experience applying instructional design models such as ADDIE or equivalent methodologies
Extensive experience designing learning solutions for adult learners in professional or government environments
The candidate must demonstrate practical experience applying the following learning theories and instructional models: Instructional Systems Design (ISD): ADDIE or comparable structured design methodologies
Andragogy: Adult-focused learning strategies
Bloom's Taxonomy: Classification and alignment of learning objectives, instruction, and assessment
Gagné's Nine Events of Instruction: Behaviorist and cognitive-based instructional sequencing
Experiential Learning: Learning through reflection and applied practice
Collaborative Constructivist Learning: Social and collaborative knowledge construction in learning environments
Problem-Based Learning: Student-centered learning using complex, real-world problems
Cognitive Theory of Multimedia Learning: Application of multimedia principles to enhance comprehension and retention
Discovery Learning: Ability to gather data and make determinations based on case study information
Applicants selected for this position may be subject to a Government Security Investigation and must meet eligibility requirements for access to Secret-level classified information
Preferred
Experience supporting DoD, DON, or other federal government training programs
Experience developing curricula for senior leaders or highly technical audiences
Familiarity with learning management systems (LMS) and eLearning development tools
Strong written and verbal communication skills, with experience briefing senior stakeholders
