Emergency Management Analyst Senior (Training and Exercise)
Multnomah County is seeking a Senior Emergency Management Analyst - Training and Exercise to enhance disaster resilience and response readiness. This role involves managing the MCEM Training and Exercise program, leading emergency response exercises, and ensuring compliance with federal and state requirements.

Responsibilities
Lead the overall administration of the Emergency Management training program, including after-action reports and improvement plans
Provide technical expertise in areas such as evaluating the effectiveness of emergency management policies, practices, programs, and functions and make revisions to achieve desired outcomes
Represent MCEM on various county, state, and regional boards, committees, and community advisory groups
Lead planning and program development for internal and external emergency management partner training
Leading and managing the development and maintenance of complex plans that meet federal, state and local requirements, such as Federal Emergency Management Agency (FEMA) requirements and the Code of Federal Regulations
Prepare and apply for FEMA grants and apply for external funding opportunities.
Facilitate, coordinate, and/or participate in county, state, and federal emergency response and recovery activities
Lead communication and engagement with the general public and outside emergency officials and partners
Open and provide support of the Emergency Operations Center
Qualification
Required

Bachelor's degree or equivalent related work experience
Three (3) years of experience in managing long-term projects and detailed technical writing
Demonstrated experience with managing training and exercise programs in emergency management contexts
A valid driver's license
Ability to complete required National Incident Management System (NIMS) courses (IS 100, 200, 700 & 800) within six (6) months of hire
Ability to complete the FEMA Professional Development Series Certification (IS-120, IS-230, IS-235, IS-240, IS-241, IS-242, & IS-244) within six (6) months of hire
Pass background and professional reference checks
Preferred
Experience with grant writing and grant management or additional experience in managing long-term projects and detailed technical writing
Experience in responding to emergency events and/or participation in emergency exercises
Project Management Certification (PMP) or other project management certification
Certification of Emergency Management (CEM) or equivalent state-level certification
Familiarity with principles and practices of Emergency Management and knowledge areas including, but not limited to, National Incident Management System (NIMS) and Incident Command System (ICS), National Response Framework (NRF), Continuity of Operations, and others
Experience engaging communities in culturally appropriate ways, including those with access and functional needs, diverse racial and ethnic communities, and other underserved and underrepresented communities
