Requirements elicitation (business, functional, non-functional) and RTM
Current/future-state process and data flow modeling
Impact/gap analysis for enhancements and policy/regs changes
Business-facing acceptance criteria definition
UAT coordination (scheduling, roles/data, entry/exit) with business; QA executes testing
Provides requirements context during defect triage and release readiness; DevOps handles deployment
Lead enterprise requirements elicitation through interviews and workshops
Develop and maintain business and functional requirements documentation
Maintain requirements traceability matrices
Perform impact analysis for system enhancements and regulatory changes
Support User Acceptance Testing (UAT) planning and execution
Ensure alignment with NYC DOE / USDA business rules and policies
Support reporting and audit documentation
Serve as an advisor on process optimization and system improvements
Qualification
Required
Minimum 12 years of business analysis experience
Experience supporting enterprise systems in regulated environments
Strong documentation, facilitation, and analytical skills
Bachelor's degree
Preferred
Master's degree
CBAP or PMI-PBA
