Responsibilities

Provides expert-level support in a team setting to develop site-specific permit conditions for surface coal mining operations, prevent off-site damage and protect the hydrologic balance of state waters
Apply knowledge of the WV DEP’s August 12, 2010 Permit Guidance document and all relevant surface mining permitting guidance
Serve as the lead DEP biologist/environmental scientist at the Philippi office. Monitoring AEPP success in stream protection and review Adaptive Management Plans (AMP). Employee will perform other Article 3 /NPDES duties as assigned
Oversee and implement the WV Selenium Chronic Aquatic Life Standard Implementation Document (September 10, 2018)
Manage all aspects of selenium study submittals and approvals
Review fish tissue compliance applications and associated tissue data and reports
Design, conduct, and analyze research projects involving: Fish and macroinvertebrate populations, federally threatened and endangered species, and enhancement, protection, and mitigation strategies
Develop internal program policy and procedures
Establish standards, goals, and objectives for the agency’s strategic plan
Assist in the development and implementation of agency rules
Stay current with federal and regional environmental methodologies and techniques
Recommend solutions to programmatic and regulatory challenges
Attend and present at formal conferences, lectures, and educational sessions
Review current literature and bulletins; advise internal personnel accordingly
Disseminate information through policy updates and formal presentations
Present findings and guidance to permit review staff, inspection and enforcement staff, and state and federal agencies
Planning committees, consultants, and industry representatives
Attend and participate in legislative, public, and advocacy group hearings
Present technical and regulatory information for discussion and decision-making purposes

Required

Master's degree from an accredited college or university
Four (4) years of full-time or equivalent part-time paid professional experience in the specialty area
Must have a valid driver's license
Excellent communication and presentation skills are required
Must be able to effectively communicate with a wide range of individuals, including surface coal mine permit applicants, agency personnel, and the general public
Strong time management and organizational skills are necessary
Must have strong interpersonal and written communication skills
Demonstrated leadership skills, including the ability to work with and motivate others
Proficient computer skills are required, including use of databases, data entry, and report retrieval
Must be able to work in inclement weather and traverse rugged terrain
A flexible schedule is needed, with the ability to work occasional weekends and undertake periodic overnight travel
Must exercise considerable judgment and independence in the decision-making process
Requires detailed knowledge of indices of biotic integrity (IBI), state and federal environmental and mining laws
Must be proficient in wet testing and benthic water quality, as well as habitat and fish sampling techniques
