The Florida Department of Highway Safety and Motor Vehicles (FLHSMV) is dedicated to ensuring highway safety and security through excellent service and enforcement. They are seeking a Human Resource Analyst specializing in employee relations to provide guidance on disciplinary and grievance processes, manage complex employee relations issues, and ensure adherence to department policies.

Government Administration

Responsibilities

Providing advice and coaching to leaders, managers and employees on all employee relations issues
Provides strong partnership on disciplinary processes, grievance processes, legal issues, investigations, conflict management, etc
Assessing and resolving complex employee relations matters while ensuring consistency in adherence to Department policies and procedures while maintaining a non-biased approach

Required

Knowledge of and the ability to apply Personnel Rules and Statutes
General knowledge of employment practices, labor relations and collective bargaining contracts as they relate to Human Resource Management
Superior oral and written communication skills to include the ability to speak or present effectively in front of large or small groups
Ability to utilize critical thinking and judgement to analyze complex situations and develop appropriate recommendations for solutions
Ability to research and analyze data pertaining to HR Management and prepare complex reports
Ability to effectively handle very difficult or volatile situations
Ability to maintain highly sensitive and confidential information
The position you are applying is subject to a Level 2 background check, along with Criminal Justice Information System (CJIS) clearance, to include a fingerprint-based check of the criminal records of the FBI, as a condition of employment pursuant to Chapter 110.1127, 435 and 943, Florida Statutes

Preferred

Labor Relations and/or Employee Relations experience
Experience advising and counseling managers, supervisors and employees regarding employee relations issues to include disciplinary processes, grievance processes, legal issues, investigations, and/or conflict management
Preparing reports such as Affirmative Action reports and writing disciplinary actions
Experience in conducting negotiations, mediating and/or leading meetings
