Contract Compliance Officer II
City of Minneapolis is seeking a Contract Compliance Officer II to conduct oversight of contractors on City projects and enforce compliance with relevant regulations. This role involves leading compliance reviews, managing project oversight, and serving as a subject matter expert in the division.

Responsibilities
Assist in the development of new methods of workforce and construction data reporting
Act as a team lead for large dollar volume special projects
Research and serve the City and Division as a subject matter expert on enforcing Division requirements on projects awarded with alternative procurement methods
Manage and coordinate oversight of projects consisting of multiple contracts
Responsible for reporting deadlines for all funding sources as well as departmental internal reporting
Assist in the development of Standard Operating Procedures (SOP's)
Assist in the training of all new employees
Conduct or lead others in conducting compliance reviews, pre and post award reviews, prevailing wage reviews and compliance investigations
Identify systemic discrimination where it exists in contractor's organizations based on facts developed through reviews and investigations and develop applicable standards of proof
Identify and investigate prevailing wage violations based on facts developed through review of certified payrolls and in-person investigations
Monitor reports and/or other activities of contractors to ensure compliance with terms of conciliation agreements, letters of commitment, consent decrees and/or other contractor commitments
Locate, analyze and develop EEO and workforce data for application in conducting compliance reviews and complaint investigation
Maintain knowledge of the city's and the region's social and economic characteristics, developments in equal employment opportunity law and applicable disciplines, and best practices for promoting equitable economic growth
Maintain current knowledge of the developments in the business arena using market trends, labor market statistics, expanding and contracting markets, etc. to conduct comparative analysis of businesses within various industries
Establish and maintain contacts with minority, women, community organizations, job training and development organizations and trade and business organizations to obtain information on employment trends and equal opportunity issues
Qualification
Required
Bachelor's Degree with course work in Equal Opportunity and Affirmative Action, Statistics, Human Relations, Human Resources and/or Business or Equivalent
Four years of experience performing directly related duties in the Civil Rights field
An equivalent combination of education and highly related experience in a similar environment may be considered
Ability to relate and work effectively with people from diverse cultural, economic and ethnic backgrounds

Considerable knowledge of all Federal, State and Local laws regulating funding and grants

Considerable knowledge of investigative techniques and data compilation and evaluation
Strong oral and written communication skills
