Responsibilities

Perform and/or review internal operational and compliance audits of Correctional Industries, Business Office and Finance and Administration operations, Clinical Services, Adult Parole, and Private Prisons
Prepare and review audit results, findings, and recommendations for internal control, efficiency, and compliance improvements
Assist in providing research, guidance, and interpretations of complex policies and procedures
Review policy and provide input to the work leader for program updates as needed to improve transparency, processes, and compliance
Assist in the development, reporting, and presentation of audit results and recommendations to DOC Management
Develop and update inventory control policies and procedures and provide annual inventory training
Develop physical inventory test count schedule and oversee inventory audit process
Conduct compliance audits of CDOC CCARD users to ensure adherence with state statutes, fiscal rules, and CDOC administrative regulations
Conduct routine financial and compliance audits in accordance with the annual audit schedule
Conduct test counts to verify that product costs and inventory valuations are reasonable. Report conclusions and recommendations to the work lead
Summarize audit results and make recommendations to improve internal controls and efficiencies

Required

Seven (7) years of experience in professional auditing
Draft and review audit reports; develop audit findings and recommendations and present them to management level employees
Perform compliance, operational, investigative, and financial audits
Develop audit programs for non-profit, for-profit and governmental entities
Collect and analyze data to detect deficient controls, duplicated effort, fraud, or non-compliance
Inspect accounts and accounting systems for efficiency; effectiveness, and use of generally accepted accounting principles to record transactions
Examine and evaluate financial and information systems, and recommend controls to ensure system reliability and data integrity
Prepare, analyze, and verify reports, financial statements, and other records, using accepted auditing and statistical procedures to assess financial condition
Current, valid licensure as a CPA from the Colorado Board of Accountancy or current, valid CIA certificate will substitute for five (5) years of the requirement
Excellent written and oral communication skills
Strong organizing, planning, and prioritizing skills
Strong customer service and interpersonal skills
Detail oriented with exceptional attention to detail and accuracy
Ability to research and gather data
Strong knowledge of state fiscal rules and accounting functions
Advanced proficiency in Microsoft Office (Word, Excel, Access, and PowerPoint) and ability to quickly learn other financial software
Ability to maintain independence, objectivity, and professionalism with regard to various audit assignments
Ability to maintain strict confidentiality with regard to specific audit assignments
Proven ability to successfully manage multiple assignments, priorities, and projects within established deadlines
Must be 21 years of age
Possess a valid driver's license
Possess a high school diploma or GED
Have NO felony convictions
Applicants must be legally eligible to work in the United States to be appointed to this position
Successfully pass all modules of the six-week Colorado Department of Corrections Basic Training
Possess the physical ability to successfully complete Defensive Tactics
Will be exposed to Oleoresin Capsicum during Basic Training and will be exposed while on assignment
Must be able to see and hear in order to observe, address and respond to potential breaches in safety and security
Seize, hold, control or subdue violent or assaultive persons and defend oneself or others to prevent injury
Demonstrate body agility, strength of all four limbs and the ability to walk and climb stairs consistently
Work in situations involving assaultive behavior, physical control of another person and/or restraint situations
Deal with individuals with a range of moods and behaviors, utilizing tactfulness and a congenial, personable manner
Work with people of the opposite sex, diverse racial ethnic groups, mentally ill and emotionally disturbed offenders
Communicate by talking, listening and/or signaling people to convey or exchange information, assignments
Work in an environment with fluctuating noise and temperature (hot and cold) which may include working outdoors in inclement weather and/or concrete floor/wall work settings
Willing and able to travel
Willing and able to work various shifts, days, afternoons, graveyards (nights) which includes a rotating shift schedule
TB (tuberculosis) screening is required of all new employees upon hire
Successful completion of a background investigation is required

Preferred

Relevant years of Colorado State service in auditing
Bachelor's degree in accounting, finance or related field of study
Experience working with the State of Colorado Operations Resource Engine (CORE)
Active Certified Public Accounting License
Experience with and knowledge of the working functions of the CDOC Business Office, Procurement, Clinical Services, Canteen, Correctional Industries, and Private Prisons
Experience interviewing and gathering information
Experience interpreting complex rules, regulations, agreements, and standards, and applying the knowledge to specific situations
Demonstrates proficiency in applying audit principles, skills and techniques in audit testing of varying degrees of complexity
