TCOLE Training Coordinator
The Texas Alcoholic Beverage Commission is seeking a TCOLE Training Coordinator to perform highly advanced training and development work. The role involves analyzing training needs, coordinating training sessions, and ensuring compliance with TCOLE regulations.

Responsibilities
Designing, developing, revising, and delivering training programs; creating instructional materials; and facilitating training
Plans, develops, reviews, revises, and implements training programs, policies, and procedures
Serves as a professional resource for employees and managers regarding training programs and initiatives
Conducts training in a classroom, distance learning, or e-learning environment; facilitates workshops and meetings
Participates in the planning and development of specialized training, staff development, continuing education programs, and customized and technology-based training
Coordinates with subject matter experts to ensure content accuracy and relevance
Promotes training opportunities and services
Collaborates with Enforcement leadership to plan, organize, and deliver New Agent Schools (NAS), Sgt Academy and additional training as required
Reviewing training files, personnel documentation, and forms to ensure alignment with Texas Commission on Law Enforcement (TCOLE) regulations and internal policies
Monitoring the TCOLE Secure Share System and providing the requested documents
Ensures CPO’s receive TCOLE continued education hours during the 24-month training unit, including TCOLE-mandated topics
Serves as agency TCOLE Training Coordinator and is responsible for review of training files, personnel documentation, and various forms to ensure compliance with TCOLE regulations
Ensures agency compliance to be a training academy provider by TCOLE standards
Audits submitted forms and documentation for accuracy and completeness
Tracks license renewals, mandatory training hours, and certification deadlines
Maintains internal records aligned with TCOLE reporting requirements
Serves as agency liaison with TCOLE for audits and inquiries
Liaises with Leadership Development Rotational Position and others in Enforcement Department to ensure all TCOLE training requirements are met
Performing audits of course content, instructor performance, and evaluation data; ensuring quality control and continuous improvement of training
Designs and reviews course evaluations and instructor evaluations for enhancement to training programs. Implements necessary feedback for opportunities for improvement
Develops and/or coordinates w/others who develop curriculum, course outlines, instructional methods, training aids, manuals, and other instructional materials and products
Conducts quarterly in-person audits of courses for relevancy of content, accuracy, and compliance with policies and procedures
Monitors instructor performance for adherence to professional agency standards
Leads high-risk training courses held regionally to include firearms qualifications and use-of-force training to ensure continuity of training and safety standards are maintained
Ensures all CPOs comply with policy requirements to attend ASP/OC certification every two years, Emergency Vehicle Operations Course (EVOC) training every three years, and simulator training and firearms qualifications annually
Conducting assessments, promoting training services, enhancing accessibility, and supporting staff development and continuing education opportunities
Analyzes training content for accessibility and recommends changes to make content accessible and remediates accessibility issues
Identifies long-range training goals; performs training needs assessments to determine annual training plans and course development
Supports staff development and continuing education initiatives
Providing sworn statements or courtroom testimony as needed regarding CPO training standards
Assists the critical incident response team (CIR team) in internal reviews of use-of-force incidents for training implications
Conducts other duties as assigned
Qualification
Required
Graduation from an accredited four-year college or university with major coursework in organizational development, education, or a related field
Four years of experience in training work including experience working with TCOLE training requirements for (CPOs)
Possess a valid Texas driver license
Must have a Peace Officer license issued by the Texas Commission on Law Enforcement (TCOLE) as per Texas Administrative Code, Title 37, Part 7, Chapter 217, Rule 217.1
TCOLE Basic Instructor Certificate must be obtained within first year of employment
Effective oral and written communication skills in instructing others and facilitating workshops
Strong leadership skills. Communicates clearly and effectively. Possesses strong public speaking skills
Developing, revising, and delivering classroom, virtual, and hybrid training programs
Conducting training needs assessments and transferring those needs into actionable training interventions
Reviewing and auditing documentation for accuracy, completeness, and regulatory compliance
Proficiency using a computer and applicable software, including a learning management system (LMS) training database
Formulates learning objectives, develops training objectives, evaluates the effectiveness of training, assesses training needs, communicates effectively, and supervises the work of others
Exhibits the ability to think creatively to devise new and more efficient training strategies and office procedures
Demonstrates familiarity with Microsoft Word, PowerPoint, Excel, and Outlook
Prioritizes and manages multiple projects, deadlines, and training cycles
Identifies gaps in training programs and recommends improvements
Maintains confidentiality, professionalism, and accuracy in handling personnel training records
