Human Resources Specialist (Employee Relations/Performance Management)

Responsibilities
Providing advice in the areas of employee relations or performance management
Providing key consultative employee relations or performance management advice and services to managers, supervisors and employees involving the full spectrum of Human Resources policies, programs, processes and procedures
Developing, reviewing and researching policies, directives, and Federal regulations
Using tact, diplomacy and patience when communicating with external and internal customers

You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position
Specialized experience for this position includes: GS-11: For this position, the next lower grade level is a GS-09 Experience in advising management on issues relating to Employee Relations and/or Performance Management; AND Experience in identifying unprecedented and highly controversial issues and developing proposal and decision letters on formal disciplinary actions for conduct and/or performance on behalf of a Federal Agency; OR Have a Ph.D., or equivalent doctoral degree or 3 years of progressively higher-level graduate education leading to such a degree; OR an LL.M., in related field of study. OR Have a combination of specialized experience and graduate level education that together meet 100% of the qualification requirements for this position
GS-12: For this position, the next lower grade level is a GS-11 Experience in conducting administrative research and analysis; Experience in advising management on issues relating to Employee Relations and/or Performance Management; AND Experience in identifying unprecedented and highly controversial issues and developing proposal and decision letters on formal disciplinary actions for conduct and/or performance on behalf of a federal agency
Education completed in foreign colleges or universities may be used to meet the requirements
Qualifying education from colleges and universities in foreign countries must be evaluated in terms of equivalency to that acquired in U.S. colleges and universities
Applicants educated in whole or in part in foreign countries must submit sufficient evidence, including transcripts, to an accredited private organization for an equivalency evaluation of course work and degree
You must provide a copy of the letter containing the results of the equivalency evaluation with a course-by-course listing along with your application
Failure to provide such documentation when requested will result in lost consideration
Only education and experience acquired before the filing deadline will be considered
Report only attendance and/or degrees from schools accredited by accrediting institutions recognized by the U.S. Department of Education
