Human Resources Manager A (Payroll/Benefits Manager)
The Louisiana Department of Transportation and Development (DOTD) is dedicated to developing and sustaining safe infrastructure in Louisiana. Responsibilities
Plans and directs day-to-day operations of the Payroll & Benefits Unit, including workflow management, quality control, and continuous improvement of unit processes
Supervises and develops staff by providing training, coaching, performance feedback, and oversight of work products and procedural documentation
Serves as DOTD’s lead resource for FLSA guidance, including interpretation of applicable policy, K-time/overtime administration, and support during emergency events and special workforce needs
Serves as DOTD’s LaGov HCM Security Administrator, reviewing and managing access requests and ensuring security is appropriate, accurate, and audit-ready
Produces and analyzes LaGov HCM reports (overtime, leave usage, payroll costs, etc.) and provides reporting support for audits and required annual submissions (e.g., U.S. Census, fringe benefits, and related reporting)
Leads wage recoupment efforts for overpayments, including researching claims, coordinating repayment plans, and partnering with internal stakeholders and external agencies as needed
Serves as a key point of contact for LEO/Manager Self Service support, including guidance, issue resolution, and supervisor training as needed
Coordinates military leave compliance and related pay/benefit considerations, including implementation of rule changes and calculation of military differential pay when applicable
Qualification
Required
Seven years of human resources experience; OR
Six years of full-time experience in any field plus four years of human resources experience; OR
A bachelor's degree plus four years of human resources experience; OR
An advanced degree in human resources, business administration, public administration, industrial and organizational psychology, organizational behavior, or a Juris Doctorate plus three years of human resources experience
Designation as a Society for Human Resource Management Certified Professional (SHRM-CP) or Senior Certified Professional (SHRM-SCP), Professional in Human Resources (PHR), or a Senior Professional in Human Resources (SPHR) will substitute for a maximum of one year of the required experience
