Responsibilities
Responds to tax questions, conduct tax research and provide advice regarding tax planning options and the associated financial impact. Researches and resolves complex tax questions / problems where there is no clear precedent. The person in this position should have expert knowledge in Federal and State tax regulations
Works with University Departments to ensure accurate, timely completion of all required tax forms, returns, reporting for the University. Coordinate with Assistant Payroll Director regarding payroll related reporting. Coordinate with Office of Financial Services for student related reporting. Taxable income comprises a cross-section of the university which requires extensive knowledge of the application of the IRS Tax Code. Demonstrate ability to anticipate and remain alert to potentially problematic situations
Keeps abreast of all tax law and guidance changes. Communicates impact of tax law changes and change/update/create policy/procedure changes to bring to management
Oversees of the tax implications of the University’s operations in foreign countries. This requires a working knowledge of the IRS Code and an awareness of laws and regulations that exist in foreign countries. The Manager must be able to research laws in countries where the University is currently conducting business and in countries where the University is considering doing business
Coordinates with the Office of Supply Chain Management to manage the review of accounts payable transactions for compliance with IRS rules and regulations pertaining to the preparation of 1099 forms and the reporting of income and withholding applicable to non-residents paid or reimbursed through Accounts Payable. Ensure proper reporting and withholding tax on transactions germane to transactions flowing through the accounts payable system requires extensive knowledge of the application of the IRS Tax Code. The manager will work closely with Global Initiative Office to communicate tax items to non-residents students
Identifies activities and transactions in which the University has tax exposure. Proactively advises changes to policies and processes to put the University in the best possible position
In coordination with University of Texas Systems, researches and documents tax issues outside of Texas and the United States that may have an impact on the University
Coordinates with and provides assistance to departmental units, including but not limited to Athletics, Global Initiatives Office, Research, Economic Development and Knowledge Enterprise, Business Affairs, and Provost, regarding tax related issues. Participates in strategic business discussions and provide advice on tax-related matters in the course of this planning
Determines the tax liability on payments to individuals and entities, including but not limited to honorariums, independent contractors, scholarship/fellowship recipients, royalties, prizes, awards, and reimbursements
Serves as the University’s primary liaison with federal and state tax authorities
Prepares Federal, State, and City tax provision/compliance schedules and worksheets. Including 941, state income taxes, worker compensation, registrations and other out of state payroll remissions
Assists the Payroll Department with analyzing tax residency status and treaty benefits; reviewing Form W-4, 8233, W-8BEN and W-9; ensure that Payroll status information within PeopleSoft is accurate based on tax status
Maintains compliance with regulations by forwarding required information to federal, state, and local authorities
Collaborates with Financial Systems team with analysis and resolution of processing issues
Maintains excellent communication and working relationship with counterparts in People Excellence and departments
Performs special studies, research and analysis of financial & budget issues providing recommendations for courses of action as requested
Provides specialized training and guidance
Special projects or assist in needed duties
Performs other duties as assigned
Qualification
Required
Bachelor's Degree from an accredited institution
Three (3) years of public accounting experience
This position requires the ability to maintain the security and integrity of UT San Antonio and its infrastructure
Preferred
Bachelor's Degree or higher in a directly related field from an accredited institution
Experience with UBI and PBU analysis
Certified Public Accountant (CPA)
Seven (7) years of public accounting experience
