IT Sr. Program Manager
The Georgia Department of Public Health (DPH) is the lead agency entrusted by the people of Georgia to protect lives and promote healthy lifestyles in communities throughout the state. They are seeking a highly qualified IT Sr. Program Manager to lead cross-functional information technology projects, manage a team, and ensure project deliverables are met. The role involves strategic planning, communication with stakeholders, and overseeing the transition of applications to cloud platforms.

Responsibilities
Plans, organizes, and integrates cross-functional information technology projects to deliver specific results to customers on time
Leads daily operations and reporting for the OIT Project Management Office Team made up of Sr. Project Managers, Project Coordinators, Business Analysts, and Quality Assurance Testers
Establishes benchmarks, milestones, and coordinate delivery of projects
Manages communication of status, issues, and project budget to teams, clients/vendors, and management to ensure key deliverables are met
Manages project tasks (gathering requirements, facilitating design discussions, managing application development, testing, training, and roll-outs) as required to keep projects on track
Performs and manages quality assurance testing and business analysis for projects and operational changes
Build and maintain IT Governance documentation for projects
Build, direct, and coach high performing teams
Advise and partner with business units to provide IT services in the areas of process improvement, quality assurance, testing, and project management
Creates, evaluates, and updates standard operating procedures
Escalates key issues, risks and problems to leadership and helps build response plans to address
Streamline IT processes to drive value and cost efficiency
Work with Business Analysts to define requirements
Defines resources and schedule for project/program implementation using MS Project
Manages strategies for risk mitigation and contingency planning
Keeps project status and resource forecasts current in reporting tools
Manages reporting tools to keep customers informed of project status and to schedule upcoming work
Designs and maintains technical and project documentation
Provide customer service responsibilities, including managing expectations, communicating project status, and reporting on lessons learned and retrospective findings
Qualification
Required
High school diploma/GED and seven (7) years of related experience, which includes four (4) years in a managerial or supervisory role; or one (1) year of experience at the lower level IT Program Manager 2 (ITM051) or position equivalent
An equivalent combination of knowledge, education, job or intern experience, training, or certifications that provides the necessary knowledge and skills to successfully perform the job at the level listed may be substituted year-over-year
Preferred
Bachelor's Degree from an accredited University in computer science, engineering, or related field OR 10+ years of related experience
5+ years leading, managing, and coaching large and high performing teams
8+ years' experience performing quality assurance testing and reviews for technology systems and Local/Wide Area Networks
5+ years working in a State Government environment deploying or maintaining large scale applications
5+ years documenting systems, standard operating procedures, and/or governance documentation related to IT systems
3+ years' experience business process improvements and performance business analysis
Prior experience leading a Project Management Office
