POSTAL OPERATIONS SPECIALIST
USAJOBS is seeking a Postal Operations Specialist to serve in the Mail Facility of Naval Supply Systems Command (NAVSUP), Fleet Logistics Center (FLC), Guantanamo Bay, Cuba. The role involves managing the postal program, ensuring compliance with regulations, and implementing internal mail policies.

Responsibilities
You will serve as a senior analyst and SME assisting in managing the postal program
You will establish an effective communications system to provide information and guidance on the most economical and efficient class for all mail dispatched
You will assist Regional Postal Manager to conduct periodic training to ensure that all personnel who prepare, classify, and input mail into tracking systems are in compliance with current regulatory requirements
You will create and implements internal mail policies and updates to meet evolving requirements as necessary
You will ensure the proper use of official mail resources by establishing and maintaining controls on postal/mail expenditures
You will serve as the hand receipt holder for assigned postal equipment; responsible for supplies, services, and maintenance
Qualification
Required
Must be a US Citizen
Must be determined suitable for federal employment
Must participate in the direct deposit pay program
New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check
Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level
This is an overseas position. You will be subject to and must be able to satisfy the overseas requirements
This position may require travel to places within and outside the contiguous United States
If eligible for permanent change of station, the appointee will be required to sign a transportation agreement
Must be able to obtain and maintain a U.S. Passport
May be required to obtain a VISA dependent on the overseas country's laws/regulations
You will be required to sign the Statement of Understanding for Overseas Employment
Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326
Males born after 12-31-59 must be registered for Selective Service
You will be required to obtain and maintain a current valid United States driver's license
You will be required to successfully complete a pre-appointment physical examination
You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty
This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites
This position is considered Key/Emergency-Essential
This is a Mission Essential position
Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-09) or pay band in the federal service or equivalent experience in the private or public sector
Specialized experience must demonstrate the following: overseeing the timely receipt, proper distribution and dispatch of US Mail and providing support for other postal services
