Incident Response Manager (Administrator IV) - Golden

Responsibilities

Subject Matter Expert in Traffic Incident Management (TIM) and provide knowledge, leadership and technical expertise to communicate, and collaborate with partner agencies to achieve timely, effective and efficient resolution of roadway incidents
Lead incident operations with a focus on the “One Scene, One Culture, Save Lives” philosophy, ensuring that all response efforts balance responder safety, motorist safety, and the principles of quick clearance
Ensure the safety of the traveling public, CDOT personnel, and partnering agencies during all phases of incident response and clearance activities
Exercise incident clearance authority for routine congestion-related, non-injury, and non-fire accidents
Direct Maintenance Personnel, Safety Patrol Units, and Heavy Tow contractors under the authority of the signed Memorandum of Understanding (MOU) to achieve incident stabilization and roadway clearance
Work collaboratively with Maintenance Patrols to plan and execute emergency road repairs, traffic control measures, and resource deployment
Develop comprehensive action plans in response to more significant events, like multiple road closures in a heavy storm, to all the appropriate stakeholders
Observe traffic, actively patrol and monitor assigned areas, proactively identify and address incidents, hazards, and disabled vehicles
Activate emergency lights to use the shoulder lane to secure the scene and direct approaching motorists from the blocked area
Deploy a line of traffic cones to create a merging “taper” that guides traffic away from the blocked lane
Monitor, detect, and verify traffic incidents across the regions using available technology and communication systems; ensure appropriate and timely public messaging and through established channels
Respond statewide to large-scale incidents, emergencies and disasters, providing operational leadership and coordination as needed
Complete periodic Critical Incident Reports, Vehicle Accident Reports, HazMat and others as appropriate
Communicate in real-time on the radio with the TOC, and/or others as appropriate, through available dispatch software platforms (e.g. OpenTMS, CAD, etc)
Collaborate and communicate with CDOT leaders to drive mobility operations goals and lead regional real-time operations through effective systems, processes, and stakeholder coordination
Collaborate and communicate with internal departments and external partners to develop and implement comprehensive traffic and operational strategies for managing planned and special events
Amend and make recommendations to update CDOT policies, new initiatives/ practices/ technology
Ability to remain composed while clearly conveying information, directions, and updates, to the public by de-escalating tensions and building public trust
Provide customer service to the traveling public and ensure safe resolution of incidents
Engage strong relationships with other departments, agency, local government, and first responders
Ensure all operational strategies, improvements, and/or changes have been communicated with local stakeholder groups
Coordinate available field resources, likely across agencies, to address traffic incidents
Assist staff with ensuring TIM plans are developed, coordinated, and updated with appropriate stakeholders
Coordinate with other departments and staff to develop a comprehensive strategy for managing special events
Direct and ensure the safety and operations of the assigned areas
Maintain current knowledge of and abide by all safety laws, regulations, policies, and procedures and wear all required personal protective equipment
Attend safety training and participate in tailgate safety talks and safety engagements
Patrol assigned areas to identify safety concerns and to proactively reduce the number of incidents
Maintain safety consciousness and situational awareness, especially on the highways
Maintain technical knowledge of safety procedures and guidance materials, including Safety Manual and Job Safety Analysis (JSA)
Support implementation of evacuation routes, assisting travelling public with information, and coordination with multiple internal and external stakeholders, etc
Other duties as assigned in support of CDOT's mission

Required

Four years (4) years of relevant experience in Incident Management, Crisis Management, Transportation, Transportation Management, Emergency Management, Management, Safety Management, Communications or other work related to the major duties of this position
Three (3) years of professional work experience, and/or training in directing and/or managing traffic incidents
A combination of related education and/or relevant experience in an occupation related to the work assigned equal to seven (7) years
Education from an accredited college or university with coursework in Incident Management, Crisis Management, Transportation Management, Emergency Management, Safety Management, Management, Communications or another field of study closely related to the duties of this position will be considered
Professional work experience and/or training in directing and/or managing traffic incidents
At the time of hire, the following needs to be completed: IS 100/200/700/800. Within six (6) months, the following need to be completed: TIMS Instructor/Quick Clearance Instructor, ICS -300/400, Hazardous Materials Training, Traffic Control Supervisor
Must pass a pre-employment screening which may include social security number trace, criminal records check, public court records check, educational records, and driving records checks
A current valid driver's license is required for all Colorado Department of Transportation (CDOT) positions which require operating a state or personal motor vehicle to perform one or more essential functions of the position
