Manager, Financial Services
Anne Arundel County Government is seeking to fill a full-time, permanent Manager, Financial Services vacancy in the Health Department. This position is responsible for the strategic leadership and management of all financial operations supporting public health programs and initiatives, ensuring fiscal integrity and compliance with regulations.
Government Administration
Responsibilities
Directs and manages the agency’s financial operations, including development and administration of the annual operating and capital budgets, multi-year financial planning, and capital improvement financing
Leads the development, implementation, and oversight of the department’s annual operating budget of approximately $98 million, including federally and state-funded public health programs
Oversees and participates in the preparation and presentation of accurate and timely financial statements, reports, and forecasts. Prepares end-of-year expenditure projections to identify expense overages or savings
Prepares, reviews, and presents financial statements and performance reports to department leadership and regulatory bodies
Oversees fiscal operations, including accounts payable/receivable, billing, and general ledger management in accordance with governmental accounting standards (GASB, GAAP) and applicable laws and regulations
Coordinates the financial management and compliance of multiple funding streams, including federal (e.g., CDC, HRSA), state, and local grants and contracts
Ensures adherence to all applicable federal, state, and local financial regulations, public health funding requirements, and audit standards
Develops and manages internal controls, audits, and risk assessments to safeguard public funds
Prepares for and facilitates internal and external audits, responding to findings and implementing corrective actions
Works closely with senior leadership to align financial planning with public health service delivery, program goals, and outcome tracking
Leads grant budgeting, tracking, reimbursement, and reporting activities, ensuring timeliness and accuracy
Leads procurement, contract management, and vendor payment processes in accordance with government procurement policies
Develops and maintains internal financial policies, procedures, and controls to enhance efficiency, transparency, and accountability
Oversees grants management, including application, monitoring, reporting, and compliance
Advises agency leadership on financial planning, policy impacts, and economic trends
Supervises and develops finance staff, fostering
Qualification
Required
Graduation from an accredited four-year college or university with major course work in finance, accounting, public administration, or a related field
Four (4) or more years of experience in financial management, including reporting, forecasting, and budget administration
Six (6) months or more of supervisory experience
Extensive knowledge of modern principles and practices of business and public administration and management
Extensive knowledge of the principles and practices of public finance administration
Extensive knowledge of the organizations, functions, policies, and administrative procedures of the county government
Extensive knowledge of procedures analysis, work simplification, forms and records control, and staff utilization, including the application of electronic data processing to management and program processes
Ability to analyze complex departmental budget requirements, programs, policies, procedures, and operations
Ability to identify opportunities for organizational and operational improvements and to develop plans for the installation of such improvements
Ability to use a personal computer and to apply a variety of software applications
Ability to establish and maintain effective working relationships with county officials, employees, and the public
Ability to communicate effectively both orally and in writing
Preferred
A Master's degree in public or business administration, finance, or accounting
Four (4) or more years of experience leading a team that handles complex financial systems, for both county and state processes
Four (4) or more years of experience managing a complex multi-million dollar budget within a government agency
Five (5) or more years of experience in managing financial operations within a hybrid government agency, such as county and state, or state and federal agencies
