The State of Delaware's Division of Transportation Solutions is dedicated to enhancing the state's infrastructure and transportation network. The Program Manager I for Utility Coordination will oversee quality assurance and manage utility coordination on DelDOT projects, supervising personnel and consultants while ensuring compliance with regulations and policies.

Responsibilities

Inspects infrastructures to ensure compliance with design plans, materials specifications, safety requirements, construction processes, local, state, and federal codes and on-going maintenance requirements; documents and reports compliance or deficiencies
Designs, develops, or reviews engineering project or site layouts, alignments, profiles, studies, graphs, and other related activities
Compiles and records notes, sketches, test results, inspection data, and other information to document compliance and/or develop designs, specifications, reports, maps, and other geographically based data
Conducts various studies to be used by others to analyze needs or develop plans, record characteristics, and other related activities
Conducts data analysis to determine accuracy of data collected, develop recommendations, develop corrective designs, and/or ensure compliance
Tests or evaluates the quality of materials or designs to verify adherence to contracts and specifications
Obtains survey data such as angles, elevations, points, and contours using electronic distance measuring equipment and other surveying instruments
Calculates or measures area and volume dimensions, horizontal and vertical geometry, profile and component specifications, and material testing dimensions using calculators or computers
Operates computer assisted drafting equipment or other tools of the trade, and uses automated information systems and computer software to enter, update, modify, delete, retrieve, and report on data
Reads and interprets plans, specification, blueprints, and other engineering documents
Performs other related duties as required

Required

Five years' experience in Public Utility Coordination as described in the summary statement
Two years' experience in transportation or construction project or program management such as planning, scheduling, staffing, coordinating, controlling, monitoring, evaluating, and reporting on the status of transportation or construction projects or programs
One year of experience in contract management and control such as ensuring compliance with terms of contracts and negotiating changes to existing contracts
Coursework, training and/or work experience in staff supervision which may include performing as a lead worker overseeing the work of others
All new hires are required to report to the Statewide New Employee Orientation (SNEO) on their first day of employment
Applicants must be legally authorized to work in the United States
Pre-employment Drug Testing: Upon a conditional offer, you must undergo pre-employment drug testing as part of the hiring process
As a condition of hire you must possess a valid driver's license (not suspended, revoked or cancelled, or disqualified from driving)
Criminal background check: A satisfactory criminal background check is required as a condition of hire
