Policy Analyst
The N.C. Department of Adult Correction is one of the largest state agencies, responsible for safeguarding lives and property through various means. The Policy Development Analyst II serves as a key advisor, focusing on researching and analyzing laws and policies to inform strategic decisions and ensure effective communication on public policy initiatives.

Responsibilities
Manage select projects and initiatives for the Deputy Secretary of External Affairs, ensuring timely and accurate updates for leadership and stakeholders
Conduct research on laws, regulations, policies, and best practices; analyze alternatives; and develop recommendations aligned with agency strategic goals
Collaborate with the Governor’s policy team and DAC Legislative Affairs to develop policy priorities, track legislation, and draft responses to proposed programs
Create and maintain complex lists, databases, spreadsheets, and reports to track multiple projects and monitor national trends in corrections
Serve as liaison to local, state, and federal entities, advocacy groups, and other stakeholders; respond to inquiries; and prepare presentations and memoranda
Advise DAC leadership on public policy matters, prepare reports and proposals, and strategize on policy formation and long-range initiatives
Represent DAC in meetings of commissions and councils, review proposals and reports, and provide guidance on potential impacts to agency operations
Promote DAC’s mission through meetings, facility tours, and educational events; communicate with government agencies and associations; and represent the Department at conferences
Qualification
Required
Master's degree related to the program assigned from an appropriately accredited institution
Bachelor's degree from an appropriately accredited institution and two years of experience in policy implementation (OR) an equivalent combination of education and experience
Preferred
Proven expertise in policy analysis, research, and evaluation techniques
Ability to assess the impact of legislation, regulations, and policies through independent research and prepare clear, actionable briefing materials
Strong project management skills with the ability to prioritize and track multiple complex initiatives involving diverse stakeholders
Exceptional relationship-building skills and sound judgment when addressing sensitive issues with varied audiences
Demonstrated discretion and confidentiality in handling sensitive and high-level matters
Excellent oral and written communication skills, including the ability to simplify complex information and tailor presentations for different audiences
Critical thinking and adaptability in a fast-paced environment, with the capacity to develop evidence-based recommendations and adjust to shifting priorities
