Responsibilities
Responsible for the direct supervision of four contract staff
Serve as the contract subject matter expert for over 300 contracts, MOA/MOUs, RFA/RFP/RFQ/RFIs etc. that are initiated within the Division
Ensure they meet all Federal, State, DHHS, and DSS legal and procedural requirements
Work closely with the DSS Budget Officer and Fiscal Director to ensure best practices in within DSS Business Operations
Manage the development and preparations of specifications, prepare MOA/MOU/RFA/RFP/RFQ/RFIs, draft and manage contracts, and conduct negotiations as required for a range of solicitations and agreements
Be knowledgeable in State Purchase and Contract procurement procedures and policies and DHHS performance-based contracting
Ensure contracts are executed timely
Function in a fast paced, dynamic environment and work strategically to perform work accurately and timely, while maintaining excellent customer service to internal and external customers
Be proactive, perform work independently, and perform other duties as assigned
Qualification
Required
Bachelor's degree in business or related area from an appropriately accredited institution and four years of progressive procurement or contract administration experience; or equivalent combination of education and experience
Completion of the North Carolina Contract Management Certification Program within one year of hire into the position
Preferred
Demonstrated experience with contract management and procurement in a state, federal, or local government context
Experienced in interpreting federal and state laws and regulations
Strong leadership capabilities with an ability to supervise teams
Customer service experience with a focus on delivering value to the programs of DSS and the North Carolinians its programs serve
