The Office of the New York State Comptroller is responsible for overseeing the state's payroll operations. They are seeking a Payroll Analyst to analyze and evaluate payroll administration and ensure compliance with laws and regulations governing State payroll.

Responsibilities
Analyze and evaluate the administration and implementation of New York State's payroll operation, covering a variety of State governmental entities
Review and issue determinations on specific types of payroll matters to ensure compliance and consistency with laws, regulations, labor contract, business rules, policies and procedures, and the like, governing State payroll
Qualification
Required
Four years of full-time experience reviewing and issuing determinations on specific types of payroll matters to ensure compliance and consistency with laws, regulations, labor contracts, business rules, and policies and procedures for Payroll Analyst Trainee 1
Five years of full-time experience reviewing and issuing determinations on specific types of payroll matters to ensure compliance and consistency with laws, regulations, labor contracts, business rules, and policies and procedures for Payroll Analyst Trainee 2
Six years of full-time experience reviewing and issuing determinations on specific types of payroll matters to ensure compliance and consistency with laws, regulations, labor contracts, business rules, and policies and procedures for Payroll Analyst 1 (SG 18)
An associates degree in a related field may substitute for two years of experience listed above
A bachelor's degree in a related field may substitute for four years of experience listed above
A master's degree in a related field may substitute for five years of experience listed above
A doctorate degree in a related field may substitute for six years of experience listed above
You must be currently reachable on the appropriate eligible list for this title, eligible under the 55 b/c program, or eligible to transfer to this title under Section 70.1, 52.6 or 70.4 of the Civil Service Law
For 70.1, 52.6 or 70.4 transfer to a Payroll Analyst 1, salary grade (SG)-18, you must have one year of permanent competitive, or 55-b/55-c service in an approved title for transfer allocated to a SG-16 or above, SG-14 or above for a Trainee 2, SG-12 or above for a Trainee 1, depending on qualifications
Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade
Depending on qualifications, you may be required to serve a 1 or 2-year traineeship that leads to the full level SG-18 position
This position may be designated 55 b/c and is subject to verification of applicant eligibility

Ability to respond to written inquiries and telephone calls from NYS employees, NYS agencies and vendors
Ability to analyze and review weekly production query results

Ability to locate, research, communicate and document any discrepancies or unusual circumstances
Ability to reconcile complex business reports and identify discrepancies
Ability to provide training and guidance to employees
Ability to assess multiple competing priorities
