Business Systems Analyst 2 (NY HELPs) - 9314
The NYS Office of Information Technology Services is seeking a Business Systems Analyst 2 to support mission critical public safety applications. The role involves developing business expertise, documenting requirements, and participating in all phases of the system development lifecycle.

Responsibilities
Develop business expertise to understand the business needs of the user
Participate in the analysis and feasibility studies for new user requests
Elicit and document business and system requirements
Assist with the design and documentation of system process flows, data flows, and user interfaces
Develop business and system use cases
Provide first line of support for all applications maintained by the Public Safety Portfolio
Investigate and resolve user reported production issues
Assist in the development of test plans and execution of test cases to validate business requirements
Identify and create test data using SQL queries
Perform system and regression testing using HP ALM
Assist in identification and management of defects using HP ALM
Coordinate user acceptance testing efforts
Run ad hoc report and data extracts using SQL/PL SQL
Qualification
Required
Seven (7) years of business analysis experience including: using business analysis techniques to elicit requirements as the foundation for the solution to the organizations business needs; using business analysis techniques for the purpose of identifying solutions aimed at improving the efficiency and effectiveness of the system, business process, or; describing in a comprehensive written document what the system, process, or product service must do in order to satisfy the established business requirement; this includes creating, updating, and maintaining documentation through the system development life cycle; validating requirements throughout the product or system development life cycle (SDLC) including all changes to the processes that would enable an organization to achieve its goals; or verifying requirements throughout the product/SDLC to ensure they perform to the required specifications and are capable of achieving the design capabilities; this includes developing test plans and logical designs, testing the scenarios, reviewing test results, identifying constraints and risks, or communicating with stakeholders
An associate degree may substitute for two years of experience
A bachelor's degree may substitute for four years of experience
A master's degree may substitute for five years of experience
A doctorate may substitute for six years of experience
One (1) year of permanent, contingent permanent, or 55b/c service as a Business Systems Analyst 1
Candidates must possess the minimum qualifications and a current 55b/c eligibility letter
