Responsibilities
Lead end-to-end enterprise IT sourcing activities , including planning, RFI/RFP development, evaluation, negotiation, and contract award
Partner with business and technical stakeholders to identify sourcing strategies and procurement solutions
Negotiate high-value, complex IT contracts to achieve optimal commercial and contractual outcomes
Ensure all sourcing activities comply with public procurement regulations, policies, and procedures
Conduct market research, trend analysis, and supplier evaluations to support strategic sourcing decisions
Facilitate and lead cross-functional sourcing teams and evaluation committees
Collaborate with contract managers, finance, service owners, and vendors to drive process improvements and automation
Develop and maintain sourcing documentation using approved templates and work instructions
Work independently with minimal supervision while managing multiple initiatives
Qualification
Required
10+ years of senior-level IT procurement/enterprise sourcing experience
Proven experience executing RFPs/RFIs and evaluating supplier responses
Strong background in contract development and complex negotiations
Solid understanding of public-sector procurement laws and policies
Excellent written and verbal communication skills
Demonstrated ability to lead cross-functional teams and engage stakeholders at all levels
Bachelor's degree in Business, Information Systems, Legal, Compliance, or related field (or equivalent experience)
Preferred
Experience supporting public-sector or state agency procurement
Ability to collaborate with peers to develop standardized sourcing solutions
Professional references from prior public-sector engagements are a plus
