Compliance & Enforcement Specialist
The California Energy Commission is seeking an Energy Resources Specialist to support compliance and enforcement of California’s Building Energy Code and Benchmarking requirements. This role focuses on energy efficiency and decarbonization, working closely with local jurisdictions, industry professionals, and government partners to ensure successful implementation of California’s building energy policies.
Responsibilities
Serve as a technical lead for Building Energy Code and Benchmarking compliance and enforcement
Review building plans and energy models to verify code compliance
Provide technical assistance on complex compliance issues and enforcement actions
Prepare investigation reports, testimony, and technical documentation
Support legal proceedings, including hearings and testimony when required
Collaborate with internal teams to ensure consistent guidance and communication
Engage with local, state, and federal agencies, industry groups, and advocacy organizations
Respond to compliance questions, complaints, and inquiries
Plan and lead workshops, meetings, and outreach events across California
Analyze energy, economic, and environmental impacts of building efficiency measures
Use building energy modeling tools to assess greenhouse gas reductions, costs, and grid impacts
Provide technical expertise related to decarbonization strategies
Support development and improvement of statewide building energy efficiency standards
Focus on strengthening compliance, enforcement, and implementation of energy codes
Qualification
