The role involves sourcing and executing contracts for IT solutions, assisting public agencies in solving IT business problems, and leading the development of RFI and RFP documents.

Responsibilities
Be responsible for the sourcing and execution of Enterprise sourcing and contracts for IT solutions, goods and services
Assist customers in identifying how to solve IT business problems
Facilitate the process of evaluating, negotiating and selecting solutions that provide the best value to the Commonwealth
Lead customers and stakeholders in the development of requests for information (RFI) and requests for proposal (RFP) documents
Lead teams in evaluating supplier responses and proposals
Negotiate complex contracts with suppliers and executing contract awards
Serve on cross-functional sourcing teams
Support the development of IT infrastructure sourcing strategy by conducting proactive market research and data and trend analysis
Work collaboratively with commercial contract managers, Client service owners, financial analysts, the Multi Services Integrator and all other Client and supplier stakeholders to ensure continual improvement of Client's sourcing and market engagement process and effective future sourcing
Qualification
Required
Sr level IT Procurement experience
Superior written and oral communication skills and the ability to communicate clearly and professionally with all types of stakeholders
Experience executing request for proposals (RFPs)
Demonstrated Knowledge of contract development
Ability to analyze and negotiate complex high value contracts
Ability to interpret procurement law and policies
Ability to use existing templates and work instructions to complete tasks
Ability to work independently with limited supervision
Ability to lead cross-functional teams and work with all levels of staff and the general public
Bachelor's degree, preferably in business, information systems, compliance, legal, or related field preferred (or commiserate experience)
Ability to work with Enterprise Sourcing peers to collectively problem solve and brainstorm solutions that can be uniformly applied
Preferred
State or local VA state agency procurement exp will be beneficial
Professional references a big plus if your candidate has prior VA state agency exp
