Responsibilities

Performing comprehensive analyses and making recommendations on highly complex and novel oil and/or natural gas tariff and rate issues of first impression that have major impacts on the oil and/or natural gas industry
Possessing extensive knowledge of the regulations, principles and practices for the regulation of the oil and/or natural gas industry and imparting this knowledge to others
Explaining complex policy initiatives and/or defending innovative technical recommendations relating to the oil and/or natural gas industry to high ranking officials both orally and in writing
Managing resources and coordinating and leading the work efforts of a diverse multi-disciplinary team to ensure that final products relating to the regulation of the oil and/or natural gas industries are completed on time and are of a high quality and fully address all the relevant issues

Required

You must be a U.S. Citizen or National
A one-year probationary period may be required
A background investigation is required
This is not a bargaining unit position (AFGE Local 421)
Generally, male applicants must be registered with the Selective Service

Relocation expenses will not be paid
You may be required to divest certain energy-related securities
Time-in-grade requirements must be met within 30 days of the closing date of this announcement
You must meet qualification (experience and/or education) requirements by the closing date of this announcement
You must have one full year of specialized experience at or equivalent to the GS-15 level
Specialized experience is defined as: Experience in managing, leading, or directing teams and projects, rulemakings, option papers and preparing Commission orders and recommendations regarding complex oil and/or natural gas pipeline industry issues such as: transportation service proposals; gas storage service proposals; five-year index review; rate of return and proxy group analysis; initial rates in natural gas pipeline section 7 applications; initial, committed and indexed rates in oil proceedings; market-based and cost of service rate analysis oil and/or natural gas proceedings; changes to tariff terms and conditions of service in oil and/or natural gas pipelines
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including any volunteer experience
