Responsibilities
Review contracts, Statements of Work (SOWs), Bailment Agreements to identify property management responsibilities and ensure compliance with applicable regulations
Collaborate with Contract Management and Program Management to ensure property responsibilities are clearly understood and executed, including calibration and preventative maintenance
Execute property tasks in accordance with the Corporate Government Property Policy, Government Property Manual, company procedures, and work Instructions across all 22 PMSA elements
Maintain accurate records of property receipt, identification, usage, movement, storage, and disposition
Host meetings to communicate property authorizations, restrictions, and limitations across various locations (manufacturing, offsite, subcontractor, Government Owned Contractor Operated (GOCO), Inventory Control Point (ICP), Contract Logistics Supply (CLS) warehouse, engineering use areas, etc.)
Communicates requirements to downstream departments (production, procurement, material control, and shipping/receiving) to mitigate commingling and improper or unauthorized use of property
Use Procurement Integrated Enterprise Environment (PIEE) to update Government Furnished Property (GFP) status (transfer, receive, ship) within 7 business days of occurrence
Request Transportation Authorization from DCMA and generate DD1149s for property transfers
Properly identify furnished property upon receipt and update identification as requirements change
Perform ERP system transactions (receipt, move, count, ship) and maintain electronic records in SharePoint
Conduct annual physical inventories and support internal self-assessments of the Government Property Management System (GPMS)
Schedule quarterly meetings with production and engineering teams to assess property usage, condition, declare excess, then coordinate disposition through program management
Perform quarterly internal assessments via visual inspection of identification, records, storage locations, and locations where property is in use
Uses PIEE GFP Module to report property loss, convert CAP to GFP, and initiate Plant Clearance Authorization for reutilizing or dispositioning excess property
Support contract property closeout activities and report status via JIRA, including uploading closeout documentation
Qualification
Required
Understand FAR 52.245-1 and DFARS 252.245-7005 requirements
Ability to read and interpret contracts, SOWs, and Bailment Agreements
Effective communication across cross-functional teams
Proficient in Microsoft Word, Excel, and PowerPoint
Ability to create, update, and retain property records accurately and timely in designated systems (e.g., SharePoint, JIRA, PIEE, TipQa, Tableau, etc.) in accordance with the Corporate Government Property Manual and internal department work instructions
Attend assigned external training to develop proficiency (NPMA, DoD, Vocational Technology school, etc.)
High school education with at least 3 years of inventory/property management experience
Fundamental ERP system knowledge
Demonstrated ability to maintain accurate and auditable records
Ability to obtain National Property Management Association (NPMA) Certified Professional Property Specialist (CPPS)
May require U.S. security clearance (U.S. Citizenship required)
Bachelor's degree or 3–5 years of inventory/property management experience
Intermediate ERP system knowledge
Ability to identify mandatory property clauses and review and interpret property responsibilities as described in Statement of Work (SOW)
Possess National Property Management Association (NPMA) Certified Professional Property Specialist (CPPS)
Under cost accounting direction, validates company assets in the ERP system, coordinates tagging and photographing, and updates asset status in the Asset Tracker
Bachelor's degree or 5+ years of property management experience
Ability to train and mentor less skilled Property Analyst or designees
Ability to obtain National Property Management Association (NPMA) Certified Professional Property Administrator (CPPA)
Advanced Excel skills (VLOOKUP, HLOOKUP, INDEX, PivotTables)
Ability to manage and analyze large datasets from multiple sources
