Special Revenue and Federal Programs Accounting Specialist
Lexington County School District One is focused on enhancing educational outcomes for students. They are seeking a Special Revenue and Federal Programs Accounting Specialist responsible for monitoring federal and state grants, managing budgets, and performing fiscal management and reporting duties.

Responsibilities
Supports and upholds the mission, vision and strategic goals of Lexington County School District One towards increased outcomes for students
Interacts, communicates and collaborates with all stakeholders effectively
Establishes a safe, supportive, positive and productive working and learning environment
Operates general office and technology equipment needed for daily activities
Maintains confidentiality regarding all employee and student information
Participates in all professional meetings and training sessions as required
Requests and maintains materials needed for daily responsibilities and essential functions; provides for safe storage and proper use of all tools, equipment and materials
Effectively uses personal technology devices and software applications for the management of pertinent information and communication
Interacts and communicates with the immediate supervisor, other District administrators and staff, school administrators and staff, South Carolina Department of Education personnel, parents and the general public
Attends meetings, training, workshops, etc., as appropriate to enhance job knowledge and skills
Monitors and implements other programs and projects in the area of responsibility
Monitors general fund budget for Response to Intervention (5K-8th grade) program and Multilingual Learner (5K-12th grade) program
Translation Services for Educational Communication
Coordinates interpretation and translation services between district schools and contracted interpretation/translation vendors for all educationally meaningful communication, activities, parent/guardian meetings (i.e., parent conferences, events, and assessments)
Monitors the translation budget for activities listed above, as well as for interpretation/translation activities requested by the Special Services department
Creates spreadsheets for budgets and salary requirements for both the district and schools
Creates budgets for upload into district's financial software, currently Business Plus
Has a general understanding of the state's grants accounting software, GAPS, and the state's grants management system, GEMS
Works with the schools in making any necessary budget amendments
Maintains financial, application, and personnel files
Monitors purchase requests as they come into the district's financial software system for approval
Verifies and monitors applicable state and federal payroll
Manages payment for services rendered for employees who provide additional services outside of the school day
Prepares complete and accurate accounting records to include budget reconciliation and journal entries
Assists Director of Finance with quarterly claims to the South Carolina Department of Education
Interprets rules, regulations, and policies and uses mature judgment in making decisions
Establishes and maintains effective and professional working relationships
Assists with ensuring program compliance and implementation to include:
Participates in monthly school-level check ins with school leadership to ensure grant funds are appropriately allocated and that expenditures are accurate and allowable
Assists with program audit and prepares and submits financial records/reports as required
Maintains communication with school executive secretaries/bookkeepers about the use of funds to ensure federal compliance
Performs other related duties as required
Qualification
Required
High school graduate
Minimum of five years of secretarial accounting experience; or any equivalent combination of training and experience which provides the required knowledge, skills and abilities
Must have current government issued identification
Ability to perform duties with awareness of all district requirements and Lexington County School District One Board policies
Must be able to access reliable transportation
Personal computer experience required
Strong knowledge of word processing, e-mail, spreadsheets, electronic file management, the internet, and reporting and presentation software
Ability to establish and maintain effective working relationships with students, staff and the school community
Ability to speak clearly and concisely both in oral and written communication
Ability to apply knowledge and current research and theory
Ability to organize and implement a flexible work schedule in order to meet reporting deadlines
Ability to self-monitor and manage multiple tasks while working individually and with members of a group
Ability to submit all requested reports and documentation in a timely manner and in accordance with scheduled deadlines
Some extended hours and multiple demands from several people are frequently required of the employee
Computer literacy required
Knowledge of the policies, procedures, and activities of the school district that pertain to the specific duties and responsibilities of the position
Knowledge of school policies, procedures, and operations
Ability to demonstrate proper maintenance, safe operation, and utilization of equipment, materials, and supplies used in daily activities
Ability to maintain high standards of accuracy in exercising duties
Ability to anticipate work to be completed and to complete work without the need for direct supervision
Ability to maintain confidentiality of employee and student records and information
Ability to interact and communicate effectively and professionally with supervisors, co-workers, teachers, students, and the general public
Preferred
Associate's degree in accounting, business, or finance
Experience in governmental accounting
Experience in school district setting
Exceptional knowledge of Google Sheets
