Required

Experience analyzing complex issues and advising leadership in Human Resources
Ability to review legislation and evaluate budget and classification proposals
Knowledge of civil service laws, rules, and regulations
Experience coordinating work across HR programs
Ability to communicate effectively both orally and in writing
Ability to perform research in various HRB areas and interpret and apply laws, rules, standards, and procedures
Ability to demonstrate good judgment and work well under pressure
Ability to maintain confidentiality and tact
Ability to plan, organize, conduct, and evaluate situations accurately
Ability to utilize Microsoft Office applications including Word, Excel, and PowerPoint
Ability to work independently and in a team setting
Ability to multi-task, track projects, and monitor deadlines
Ability to interact positively with staff at all levels

Preferred

Knowledge of principles and practices of California's civil service and resources
Knowledge of laws, rules, and regulations of salary rules, merit process, and civil service mandatory training requirements
