Transportation Engineer 4/Area Engineer (Capital Programs Administration/Construction), PN 20054103
The Ohio Department of Transportation (ODOT) oversees building and maintaining the nation’s 5th largest interstate system and the 3rd largest number of bridges. They are seeking a Transportation Engineer 4/Area Engineer to manage construction programs, ensure contract compliance, and supervise engineering personnel across multiple counties.

Responsibilities
Manages all aspects of County/Counties’ construction program (i.e., position may manage program for one or multiple Counties but not entire District) ensuring that each contract is administered such that contract specification compliance is consistent across District & results in consistent level of quality, with projects delivered on-schedule & within project budget
Keeps District Construction Engineer informed about issues & activities related to construction projects in County
Acts as project manager & administers multimillion dollar projects
Is responsible for County construction project staffing (i.e., works with other Resident Engineers/County Managers to balance construction workload across all District construction employees & ensure that each District construction project is adequately & appropriately staffed)
Develops calendar year County construction program staffing requirements
Supervises personnel, including at least one Transportation Engineer 3, assigned to multiple areas & plans; coordinates & directs activities of lower-level transportation engineers, transportation technicians &/or other support personnel in County
Signs plans &/or other engineering documents as registered professional engineer & has authority to approve contingencies
Assists County Managers in developing County maintenance annual work plan (i.e., develops & evaluates alternative courses of action for maintenance projects & provides technical guidance for estimating costs relative to labor, equipment & materials)
Provides budgetary information to supervisor; researches & makes recommendations to assist with long-range planning
Establishes & implements short- & long-term goals & objectives consistent with District & Department missions
Evaluates engineering polices, recommends revisions & approves & implements policies; evaluates impact of changes to engineering policies & procedures & standards having statewide implications & makes recommendations to supervisor; integrates changes in existing programs
Assists County Manager in working with Planning Department personnel to initiate, develop & review County project scopes
Ensures County project plans are provided timely review & comments to correct technical deficiencies, site incompatibilities & maintainability issues are forwarded to Production Department in time for changes to be incorporated without delaying projects
Is responsible for scheduling, organizing & conducting preconstruction meetings for County projects, as well as progress meetings with contractors & other interested parties (e.g., other governmental agencies, private land owners, utility companies), resolving problems resulting from such meetings
Coordinates flow of County construction project information
Ensures change orders affecting scope, cost, schedule & maintainability for each County project are approved by appropriate County Manager
Assists County Manager in developing change orders to improve project maintainability
Uses County project finalization performance data to manage project finalization process & ensure deadlines are met
Carries out public relations functions with property owners, utilities, local officials & civic groups in matters relating to County projects; investigates complaints arising from work on County projects
Maintains liaison with District Construction Engineer regarding personnel & technical issues & status of County construction projects
Establishes work environment supporting ODOT values & fosters open communication, positive teambuilding, employee development & quality input & output through leadership & coaching of employees
Utilizes quality initiatives & continuous improvement process as part of routine operations
Acts as change agent in support of new initiatives & improved processes
Develops & maintains tracking methods & charts for County Manager that easily display status of County projects (i.e., County construction engineering cost rate & project schedule)
Independently generates & signs name to external correspondence (e.g., inquiries, investigations, acknowledgments) to consultants, governmental units, private industries & general public on matters related to construction activities; conducts field inspections; meets with officials from District &/or external agencies (e.g., consultants, Federal Highway Administration officials, local authorities, County officials) to present Department’s position & offer recommendations of acceptable alternatives when established policy does not apply; serves on various internal/external committees; originates reports

Qualification
Required
Licensed as registered professional engineer by Ohio State Board of Registration for Professional Engineers & Surveyors
2 yrs. exp. as group or project leader or supervisor providing work direction & training to employees engaged in engineering projects or 2 yrs. exp. in managing engineering research projects
If assigned to operate a state vehicle to travel to & inspect project sites, must possess valid driver's license
Or licensed as registered professional engineer by Ohio State Board of Registration for Professional Engineers & Surveyors; 12 mos. exp. as Transportation Engineer 3, 85643
If assigned to operate a state vehicle to travel to & inspect project sites, must possess valid driver's license
Or equivalent of Minimum Class Qualifications For Employment noted above may be substituted for the experience required, but not for the mandated registration
Valid Driver's License required
Training & Development Required to Remain in the Classification After Employment: Renewal of licensure as registered professional engineer as prescribed by law
