ANALYST IV
The California Governor's Office of Emergency Services (Cal OES) is seeking a motivated individual for the position of Analyst IV, focusing on the statewide 9-8-8 system for mental health support. The role involves coordinating multidisciplinary teams, managing fiscal operations, and developing policies to enhance the effectiveness of the 9-8-8 Lifeline Systems.

Responsibilities
Leads Cal OES’s efforts related to the Miles Hall Lifeline and Suicide Prevention Act
Coordinates, plans, and organizes the work of multidisciplinary professional and administrative staff
Designs, implements, and maintains the statewide 9-8-8 system
Manages all matters relative to 9-8-8, including contracts and interactions with lifeline crisis centers
Researches, prepares, proposes, and facilitates the implementation of policies, processes, and procedures for the 9-8-8 system
Continuously evaluates the program’s capabilities and proposes plans to improve efficiencies
Qualification
Required
Ability to lead through influence rather than authority
Comfortable representing the program at executive, legislative, and national levels
Skilled at consensus-building among agencies with differing priorities
Strong policy analysis and development skills, particularly in complex or undefined policy environments
Strategic thinker capable of developing long-term roadmaps and system improvement plans
Strong research skills with the ability to evaluate emerging technologies, mandates, and best practices
Exceptional written communication skills for policies, briefs, legislative analyses, and reports
Skilled facilitator for meetings, requirements-gathering sessions, and stakeholder workshops
Professional, diplomatic, and respectful when engaging with internal and external partners
Ability to understand and apply complex technical concepts
Comfortable working with technical subject matter experts to evaluate and implement solutions
Strong project coordination and organizational skills
Experience developing statements of work and managing vendor performance
Ability to monitor scope, schedule, budget, and compliance
Financial acumen to develop funding models, budgets, and revenue forecasts
Takes ownership of outcomes and proactively identifies risks and solutions
