Crisis Residential Program Certifier - Crisis Stabilization Unit

Responsibilities
Implement the certification process of the statewide Crisis Stabilization Units
Implement the CSU certification and re-certification process with YCSU Specialist including conducting site visits when necessary
Review certification and re-certification applications for accuracy, completeness and compliance with submission dates
Review and make recommendations for approval of individual agency certification and re-certification applications for compliance with certification rules
Review inspection and licensing reports from other agencies for compliance with the certification process
Support the certification and recertification process through timely notification and correspondence with CSU facilities
Provide official documentation to applicants regarding their CSU certification status. Provide support to certified CSU and CSU applicants to ensure the certification process is user friendly
Monitor correspondence from CSUs for updates related to CSU status
Provide certification support and TA to entities applying for CSU certification ensuring the process is user friendly
Provide technical assistance to CSUs on completing the certification application in the MDHHS Behavioral Health CRM. Investigation of any potential rule violations related to CSU Certification, including cooperation with other investigations such as potential Recipient Rights Investigations or Critical Incidents
Investigate complaints of rule violations involving CSU certification and assign sanctions as appropriate
Review Critical Incidents related to CSUs, approve and ensure completion of corrective action plans as necessary
Coordinate and cooperate with Recipient Rights office investigations including potential impact on certification standing for CSUs
Investigation of complaints of rule violations involving CSU certification through interviews, reviews of evidence, and unannounced visits. Implement the certification process for Adult Crisis Residentials
Review and approve crisis residential certification applications submitted by crisis residentials through Prepaid Inpatient Health Plans
Maintain an accurate up to date list of certified Crisis Residential Programs
Answer questions on the certification process
Work with MDHHS colleagues to ensure the adult-crisis residential certification process is aligned with other programming. Monitor and develop reports on certification data
Maintain updated certification files and CRM records in an efficient manner for both YCSUs and adult crisis residentials
Ensure the timely submission of CSU performance metrics
Maintain an accurate database of CSU certifications and provide reports to leadership as needed
Always represent the best interest of MDHHS and MPHI

Qualification
Required
Possession of a bachelor's degree or higher in Public Health, Health Administration, Public Administration, Public Policy, Social Work, Business Administration, or another concentration related to the duties and responsibilities of the assigned position
Two or more years' experience in licensing, certifying, or credentialing health or human service programs or operating a quality improvement program
Developing programs, policies, and procedures
Extensive knowledge of or preferably provision of public mental health, substance use, or developmental/disabilities services, especially in the area of crisis care
Extensive knowledge of or preferably provision of behavioral health services for children, adolescents, and their families
Demonstrated ability to elevate a team environment through self-awareness, active listening, and demonstrated value in diverse viewpoints
Advanced knowledge and understanding of Michigan's specialty behavioral health care systems, including Medicaid and other delivery systems
Advanced knowledge of program administration and oversight, in particular quality control
Advanced knowledge of crisis service
Advanced knowledge of Medicaid program policy, federal and state statutes impacting the delivery of behavioral health care services
Advanced skill in project management, including the use of all necessary software necessary to execute stated duties and responsibilities (includes the suite of Microsoft Office applications such as Word, Excel, PowerPoint, Outlook)
Ability to meet competing deadlines
Strong sense of intellectual curiosity and high aptitude to learn a complex and perpetually evolving health care system
Ability to develop professional relationships virtually, engaging in professional written and oral correspondence
Ability to focus on small-scale details, as well as system-level impacts
Ability to work independently with minimal direction
Ability to maintain organization to ensure accessibility of materials for the team
Preferred
Education related to public/behavioral health administration preferred, masters preferred
