HR Specialist - Workplace Culture and Training
NEOGOV is seeking an HR Specialist focused on workplace culture and training. The role involves providing professional advisory services to improve organizational effectiveness, facilitate conflict resolution, and develop training initiatives to enhance employee engagement and communication.

Responsibilities
Conduct organizational assessments to identify trends, risks, and opportunities related to workplace culture, communication, and employee engagement
Analyze qualitative and quantitative data to identify recurring themes, emerging issues, or systemic concerns impacting workplace effectiveness
Develop and recommend strategies, initiatives, and interventions designed to improve workplace culture at the organizational and departmental levels
Support County-wide culture, civility, and engagement initiatives in collaboration with Human Resources leadership
Serve as a primary point of contact for employees, supervisors, and managers seeking consultation related to workplace conflict or interpersonal concerns
Conduct assessments of workplace situations to determine appropriate informal resolution strategies and advise parties on available options
Facilitate conflict resolution processes, including mediation, facilitated discussions, conflict coaching, and restorative conversations
Support early intervention efforts to address workplace concerns before escalation to formal complaints or disciplinary processes
Clearly communicate the scope and limitations of informal conflict resolution services, including the distinction between advisory support and formal processes
Maintain strict neutrality and confidentiality in all advisory and conflict resolution activities
Lead and coordinate efforts to develop, organize, and present HR training
Provide day to day leadership, mentorship, training and development of assigned staff
Design, develop, and deliver training programs and workshops focused on conflict prevention, effective communication, leadership skills, and respectful workplace practices
Facilitate team-building exercises and group interventions to proactively address concerns and strengthen working relationships
Provide individual and group coaching to support improved communication, leadership effectiveness, and conflict management skills
Tailor training and facilitation approaches to meet the needs of diverse audiences and organizational contexts
Develop, implement, and evaluate programs related to workplace culture, conflict prevention, and organizational effectiveness
Establish benchmarks, goals, and outcome measures to assess the effectiveness of initiatives and interventions
Prepare reports, summaries, and recommendations for management and leadership related to trends, outcomes, and improvement opportunities
Maintain accurate and confidential records related to mediation, coaching, and conflict resolution activities in accordance with policy
Interpret and apply County policies and procedures related to workplace conduct, communication, and culture
Collaborate with Human Resources leadership to ensure conflict resolution practice aligns with County policies and organizational standards
Qualification
Required
Bachelor's degree in human resources, public or business administration, psychology, organizational development, or a directly related field is required
Five (5) years of full-time professional-level experience in human resources, organizational development, workplace culture, conflict resolution, mediation, or a related field is required
Valid driver's license
Must maintain a valid driver's license and an acceptable driving record in accordance with County policy
Must pass pre-employment background check and driving record check
Advanced working knowledge of the practices, procedures, and principles of public administration and human resources management
Principles and best practices related to workplace culture, employee engagement, and organizational effectiveness
Conflict resolution methodologies and alternative dispute resolution techniques
Adult learning principles and effective training methodologies
Communication strategies and leadership development concepts
Research, assessment, and data analysis techniques applicable to organizational settings
Principles and best practices in human resources to including training, performance management, recruitment and selection, mediation, and conflict resolution
Facilitating mediations, conflict coaching, and restorative discussions
Presenting ideas clearly and effectively, both orally and in writing
Facilitate group discussions and training sessions for diverse audiences
Apply emotional intelligence and behavioral frameworks to improve communication and workplace relationships
Utilize various applications, computer programs, and business software applications including, but not limited to, spreadsheets, databases, and HR information systems
Exercise independent judgment in various situations and determine appropriate course of action in complex situations
Handle sensitive matters with discretion and maintain strict confidentiality
Assess interpersonal dynamics and organizational issues objectively
Provide high-quality customer service to employees and management
Establish and maintain effective, cooperative working relationships
Preferred
Master's degree in a related field is preferred
Experience in public-sector preferred
Senior Professional in HR (SPHR), Professional in HR (PHR), Senior Certified Professional (SHRM-SCP), or Certified Professional (SHRM-CP) is preferred
Certification or formal training in conflict resolution, mediation, organizational development, emotional intelligence, communication styles, or leadership development (e.g., DiSC, EQ-I 2.0/360, Crucial Conversations, True Colors, or similar methodologies) is preferred
