Senior Analyst (JC-504991) - Public Advocate's Office/ Electricity Planning & Policy Branch/ Procurement Cost Recovery
California Public Utilities Commission is the independent consumer advocate at the CPUC, seeking a Senior Regulatory Analyst for the Electricity Planning & Policy Branch. Responsibilities
Investigate utility filings for compliance with procurement laws and reasonableness standards
Draft persuasive testimony and comments to defend these standards
Represent California's electricity customers in rate setting proceedings
Conduct regulatory oversight to ensure compliance in the Energy Resource Recovery Account process
Lead the review and analysis of complex studies, projects, and programs
Conduct multi-disciplinary, technical, and analytical policy research and financial reviews
Produce testimony in formal evidentiary hearings on technical matters
Lead or assist in negotiations to resolve issues in dispute during the settlement process
Write protests to advice letters and other filings
Make recommendations and present ideas, research, and analysis on public utility regulatory issues
Represent the organization at intra-agency conferences, workshops, and public meetings
Qualification
Required
Experience conducting independent and complex research or analysis pertaining to regulatory, business, financial and/or public policy matters; and developing logical conclusions and recommendations
Experience in consistently meeting deadlines, coordinating complex and expansive workload, multi-tasking and executing around priorities
Experience with critical thinking skills; experience in preparing written documents such as reports, testimony, resolutions, analysis, white papers, etc. with the ability to formulate and support convincing arguments
Must submit a copy of your transcript or diploma if using education to meet the minimum qualifications for this position
Must submit verification of United States course/degree equivalency if education was completed outside the United States
