Utilities System Specialist

Responsibilities
Infrastructure Specialist VI (Facility/Building/Operations Manager/Technical Authority) assigned for major utility systems
Responsible for the safe and effective operations of the following: Potable Water Production: All associated facilities and equipment for domestic water production (water plant, reservoirs, disinfection operations, wells) including the distribution lines and metering. Sanitary Sewer System: All associated facilities and equipment for sanitary sewer processing (sewer plant and sewer lifts), including the collection lines. Steam Production and Distribution - 16 13 Steam Plant - The steam plant and all systems and equipment within the steam plant. Steam & Condensate Distribution - All associated facilities and systems for steam distribution and condensate return (main steam and condensate lines, condensate return units, trenches, Building 12 105 and pump and valve buildings). Compressed Air Facilities and Systems - All associated facilities and systems for compressed air production (Buildings 12 123 and 11 58) including the distribution lines. Natural Gas Distribution - All associated systems and equipment for Natural Gas distribution and metering. Centralized (loop) Heating, Ventilation, and Air Conditioning (HVAC) equipment rooms: 12-5E, 12-24E, 12-109E, and 16-15
Responsible for the meeting minimum safety, environmental, and reliability requirements for the assigned system(s)
Responsible for requesting corrective actions via requests for corrective, preventive, operational, and modification/betterment work/ maintenance work requests. Submit requests for engineering services in support of system/facility compliance/operability, and reliability
Responsible for the system/facility configuration management. Technical authority for all changes and modifications. Develops and maintains control over operational diagrams, data sheets, and component tags/labeling
Authorizes all work/maintenance/operations packages affecting utility systems
Develops and/or validates system/facility alignment procedures and shutdown requests in support of system/facility compliance, operability, and reliability
Responsible for planning, maintaining, verifying, and changing system/equipment alignments
Responsible for ensuring Texas Commission on Environmental Quality (TCEQ), National Pollutant Discharge Elimination System (NPDES), and Environmental Protection Agency (EPA) requirements are met for utility operations
Responsible for reporting and record keeping for all TCEQ permits. (Water, Boiler Emissions, Waste water, and Close loop systems)
Responsible for obtaining and maintaining proper/minimum levels of TCEQ personal certification
Responsible for developing and maintaining both long and short range plans for utility systems:
Perform special assignments and activities as directed by the Department Manager
Responsible for developing and maintaining procedures and coordinating activities associated with the seasonal change program for Pantex Plant
Qualification
Required
Bachelor's Degree with: Minimum 4 years of relevant experience. (Typical experience ranging from 7 to 10 years.)
OR Master's Degree with: Minimum 3 years of relevant experience. (Typical experience ranging from 7 to 10 years.)
OR PhD
Applicants without a bachelor's degree may be considered based on a combination of 12 or more years of completed education and/or relevant experience
Requires a Q clearance; however all qualified candidates will be considered regardless of their current clearance status
The ability to obtain and maintain a Department of Energy Q clearance is required
Position may require entry into Materials Access Areas (MAA) and participation in the Human Reliability Program (HRP)
If HRP is required, candidate must complete a counterintelligence-scope polygraph, pursuant to 10 CFR 709
