Responsibilities

Oversees a critical program that provides support to high need pregnant and parenting mothers in California through educating and building positive parenting skills, improving maternal and child health and promoting child development and school readiness
Works under the general direction of the Health Program Manager II, California Home Visiting Program Section Chief
Performs management responsibilities related to planning, implementing, and monitoring of the CHVP Local Support Unit
Supervises a small multidisciplinary group of technical staff and serves as a technical consultant performing the most difficult or sensitive work
Establishes and monitors work plans and timelines, provides technical consultation on key activities, reviews deliverables, delegates tasks and consults with the Section Chief on the program’s direction and ongoing quality improvement
Supports the Section Chief with producing federal and state reports, writing grants, overseeing contracts, and developing scopes of work and policies and procedures for the program
Responsible for ensuring compliance with Federal and State requirements for the implementation of the program
Represents the CHVP at Federal, state, and local meetings

Required

Must have taken and passed the examination for this classification in order to be hired for this position if new to California state service
If a current state employee, must have taken and passed the examination for this classification in order to be hired for this position if not having transfer eligibility or list eligibility
Ability to oversee a critical program that provides support to high need pregnant and parenting mothers in California
Experience in educating and building positive parenting skills
Knowledge of improving maternal and child health and promoting child development and school readiness
Ability to perform management responsibilities related to planning, implementing, and monitoring of the CHVP Local Support Unit
Experience supervising a small multidisciplinary group of technical staff
Ability to establish and monitor work plans and timelines
Experience providing technical consultation on key activities
Ability to review deliverables and delegate tasks
Experience consulting with the Section Chief on the program's direction and ongoing quality improvement
Ability to support the Section Chief with producing federal and state reports
Experience writing grants and overseeing contracts
Ability to develop scopes of work and policies and procedures for the program
Knowledge of ensuring compliance with Federal and State requirements for the implementation of the program
Ability to represent the CHVP at Federal, state, and local meetings
Must be a California resident prior to appointment and maintain California residency as a condition of employment

Benefits

This position is subject to PLP 2025 and will have a monthly base pay reduction of 3% in exchange for 5 hours of leave credits through June 2027.
