Quality Assurance Program Manager

Quantitative Systems is seeking a Quality Assurance Program Manager to lead a company-wide initiative for establishing a centralized QA function. The role involves driving alignment between business goals and technical strategy while overseeing the transformation of QA practices across the organization.

Responsibilities

Drive alignment between business goals, technical strategy, and operational execution to build a cohesive QA function across engineering disciplines
Lead the full transformation journey—from initial stakeholder discovery to final vendor onboarding—ensuring every step is coordinated, intentional, and measurable
Prevent common pitfalls like communication breakdowns, governance gaps, and unclear accountability by setting a clear structure from the start
Build mechanisms to track KPIs and progress across workstreams, creating visibility and ownership at every level
Conduct detailed discovery with leaders from application development, infrastructure, cloud services, and support platforms to capture each group’s unique QA needs
Translate input from across the organization into a unified set of technical and functional requirements to inform vendor selection and QA process design
Develop fair, objective criteria for evaluating QA vendors, ensuring any selected partner can meet both current needs and future scale
Own project reporting and communication processes that give leadership real-time insight into milestones, dependencies, risks, and vendor performance
Act as the central coordinator for cross-team collaboration and change management, supporting smooth transitions across technical and operational domains
Facilitate discovery sessions and stakeholder interviews to surface current QA practices, gaps, and priorities
Introduce and maintain Agile project rhythms including sprint planning, retrospectives, and iterative progress updates
Define KPIs and reporting dashboards to track progress and maintain alignment with leadership objectives
Establish governance models, working structures, and communication frameworks for the QA program
Oversee vendor evaluations and coordinate the onboarding of external QA partners
Build operational models for cross-team accountability and scalable QA delivery
Maintain accurate documentation, ensure knowledge is captured and version-controlled, and keep all QA artifacts up to date
Continuously identify blockers and course-correct to ensure on-time, high-impact delivery

Required

7+ years in program or project management within a technology-driven environment, ideally with a focus on QA or testing
A solid understanding of Agile/Scrum methodologies and how they apply to cross-functional transformation efforts
Direct experience with QA process development, metrics tracking, and vendor management
Excellent communication skills and the ability to engage and influence stakeholders across technical and non-technical teams
Strong organizational skills and a track record of independently managing complex, multi-threaded programs
Bachelor's degree in Computer Science, Engineering, Business, or a related field—or equivalent experience
Ability to work in a hybrid model with periodic travel to the San Francisco Bay Area required

Preferred

Agile or Scrum certification (e.g., CSM, PMI-ACP, SAFe) is a plus
