Paralegal

The City of Bloomington, MN is seeking a Paralegal to support the civil division of the City Attorney’s Office. This role involves assisting in litigation, legal research, and document management while ensuring compliance with legal procedures and city codes.

Responsibilities

Prepare, file, and arrange for service of legal documents, such as warning letters, enforcement actions, motions, pleadings, affidavits, court orders, stipulations, memoranda, and subpoenas
Coordinate hearing appearances for staff and witnesses
Monitor case files to ensure compliance with city code, court rules and procedures
Design and maintain records
Provide back up support to other paralegals in the Legal Department
Perform other related duties as apparent or assigned
Manage and assist in civil forfeitures, extreme risk protection orders, and other court proceedings including coordination with the police department, document drafting, file management, e-filing, evidence submission, and court calendaring
Prepare, coordinate, and manage special assessments, appeals of assessments and hearings, and related matters
Assist in enforcement and compliance proceedings and administrative hearings including drafting findings of fact and conclusions of law, stipulations, waivers, and agreements
Coordinate civil subpoenas of City employees; communicate with third-party counsel and ensure compliance with Minnesota Rules of Civil Procedure
Assist in the preparation of City Council agenda items
Assist in the preparation, drafting, and review of ordinances, resolutions, and notices of public hearings; and execution of documents using e-signature software
Coordinate the legal review of contract drafting, review, and signature processes
Draft and review performance agreements and low-risk services contracts
Coordinate, design, and maintain the civil document review systems
Review and coordinate City bankruptcy-related documents and filings

Required

Paralegal degree from an accredited college or university; OR four-year degree from an accredited college or university AND a certificate from an accredited paralegal certification program; OR a two-year degree from an accredited community, business, or technical college with the paralegal certificate AND two additional years of experience performing paralegal or comparable work
Two years work experience performing paralegal or comparable work
A valid Minnesota driver's license and a reliable source of personal transportation
Excellent writing and communication skills in the English language, including superior editorial, proofreading skills and the ability to analyze legal documents for accuracy
Excellent computer skills, including experience or the ability to proficiently create merge forms and use Windows 365, Docusign, Microsoft Excel, PowerPoint, and Word
Ability to effectively communicate with external and internal stakeholders
Ability to use legal case management systems, such as: LENS, Laserfiche, SharePoint, Practice Manager, or Legal Edge
Ability to use court systems, such as: e-filing or MNDES
Working knowledge of the Minnesota Rules of Civil Procedure, Civil Appellate Procedure, Rules of Evidence, and Administrative Procedure Act
Ability to perform and coordinate legal research on Westlaw
Ability to perform records checks in MNCIS and DVS
Ability to prioritize and work under competing deadlines
Ability to carry and lift file folders

Preferred

Working knowledge of the Minnesota Government Data Practices Act and data classification
Working knowledge of the Minnesota Official Records Act
Ability to accurately cite legal authorities through a recognized form of uniform system of citation
Experience working SharePoint, Workflow management software, Laserfiche or Document Management Systems, PEAK, and JustFOIA software programs
Experience with the Minnesota Rules of Civil Procedure, e-filing, and e-serving legal documents
Experience with civil or administrative legal proceedings
Ability to speak a second language, in addition to English that has a recognized presence in the community. (Spanish, Somali, Vietnamese, Chinese Mandarin, Cambodian, etc.)
