Building & Development Manager
The City of Atlanta is seeking a Building & Development Manager to oversee the work of the Building & Development Leads and Coordinators. This role involves ensuring effective permit processing and providing high-quality customer service while managing administrative and supervisory duties.

Responsibilities
Manages and provides oversight for Building & Development Coordinators and Building & Development Leads
Serves as the liaison between customers and senior management, communicating needs and concerns so they can be handled expeditiously
Generates reports based on criteria to be determined by the manager based on customer/client needs and/or concerns
Performs extensive research for the purpose of data analytics to resolve any system or data-related process inconsistencies that may interfere with the permitting process
Retrieves and summarizes data from various information systems for inclusion in research or operating reports
Collaborates with team members to provide synonymous information to all avenues including but not limited to, media, attorneys, Commissioner’s Office, Council, Mayor’s Office, etc
Develops procedures and guidelines for searchable records and forms for both external and internal customers
Handles all escalations directly from the BDC level and collaborates with the Assistant Director to resolve high-level escalations
Monitors BDC SLAs to ensure timely response on all internal and external correspondence and job functions
Monitors the floor when customers are present to control traffic flow in the office and be available to handle escalations both on the floor and over the phone
Monitors daily performance ensuring Best in Class customer service
Works with Assistant Director to implement continuous training and QA/QC for all reports, complaints, etc
Provides leadership in the management of complex projects aimed at aligning the policies and the physical form of our city using Atlanta City Municode, IRC, and IBC
Assists in developing new processes and methodologies by which the City implements projects conceptualized in its plans
Collects relevant project data, researches similar project case studies, surveys best practices, and organizes this information in a clear, concise format
Defines, analyzes, and illustrates project processes, challenges, issues, and opportunities
Communicates policies and serves as the primary source of information for the team, ensuring compliance, consistency, and taking corrective actions with all constituents, stakeholders, developments, and contractors
May perform other duties as assigned
Qualification
Required
Bachelor's Degree in Business, Public Administration, or construction-related fields
Five (5) years of increasingly responsible customer experience in public administration, permitting operations (in permit tech services), planning, zoning, and providing service to the public; including supervisory experience at or above the management level
ICC Permit Technician Certification
Development Service Coordinator Certification
Notary Public
Knowledge of principles and practices of the municipal building and zoning permit processes and how the Department of City Planning interrelates to other City departments
Knowledge of federal, state, and municipal codes and regulations governing building construction, rehabilitation, alteration, use, and occupancy (including building, electrical, plumbing, mechanical, energy, and green building standards codes)
Knowledge of principles and techniques for providing courteous and effective customer service to a diverse clientele
Working knowledge of ICC, IBC, and other building codes
Ability to coach, motivate, and evaluate assigned staff and take effective corrective action when necessary
Ability to provide best-in-class customer service in person, by phone contact, and electronically
Ability to plan, organize, direct, and participate in a team approach to service delivery – promoting excellent customer service techniques
Ability to use independent judgment and make sound decisions in accordance with established procedures and policies while thinking outside of the box
Ability to work collaboratively with team members and project managers to resolve customer challenges
Ability to provide information and answer questions pertaining to the City's permit procedures and processes in a tactful and courteous manner to the public
Ability to train administrative support staff to answer questions pertaining to the City's permit procedures and processes
Ability to gather relevant information to solve practical problems
Ability to successfully handle administrative functions (phone, customer entry/exit)
Ability to create and operate in a dynamic environment and be proactive in identifying and solving problems
Preferred
Five (5) years of supervisory experience at or above the management level
Three (3) years of experience as a Permit Technician in the public sector
Five (5) or more years of customer service experience
