District Permits Engineer (Civil Engineer III)
The Massachusetts Executive Office of Labor and Workforce Development (EOLWD) is responsible for developing and coordinating transportation policies and projects in Massachusetts. The District Permits Engineer will perform complex engineering reviews, supervise civil engineering activities, and ensure compliance with design criteria and regulations.

Responsibilities
Performs complex engineering reviews of permit application submittals and recommends modifications to plans, specifications, TTCP's, and engineering agreements in accordance with MassDOT design criteria, policies, and regulations
Serve as Project Manager for detailed Permitted projects. Provides guidance and direction to Consultants Developers, Public Entities, subordinates, and others to insure Access Permitting review and issuance is performed in accordance with current CMR's and that associated construction activities are performed in accordance with current standards
Supervises and coordinates the activities of subordinates engaged in Civil Engineering activities to ensure effective operations. Provides direction and consistent employee evaluation
Consults and coordinates with various District and Statewide Units and Sections to ensure timely review distribution. Serves as District liaison in the scheduling of meetings, conference calls, etc
Insures effective and accurate data entry into Permits database. Appropriately archives permit records for accessibility
Performs customer service work (email, telephone, and person to person) to potential Grantee's and other public and private entities to ensure an effective, consistent, and streamlined MassDOT permitting process
Performs final unit review and approval of all District Permits requiring DHD signature
Prepares and reviews outgoing correspondence in response to customer inquiries, permit submittals, and other related unit matters requiring an official response
Performs a variety of functions related to employee supervision including delegating work commensurate with staff titles, EPRS, employee discipline, review of weekly time sheets (SSTA), review of personnel policies, etc

Qualification
Required
Knowledge of the principles and practices of civil engineering
Knowledge of the terminology and standard abbreviations used in civil engineering
Knowledge of the principles of hydraulics as applied to surface drainage pipes and culverts
Knowledge of the properties and characteristics of concrete and asphalt; mechanical properties of fluids; theory and practice of plane surveying; Knowledge of the engineering properties of soils
Knowledge of the types and uses of equipment and materials used in building, bridge, highway, road, street or tunnel construction; Knowledge of mathematical formulae used to compute volumes and areas
Knowledge of the types and skill in the uses of equipment used in plane surveying, knowledge of the methods of soil testing
Knowledge of mathematical computations is used in solving civil engineering problems
Knowledge of elementary algebra, trigonometry, plane and solid geometry, integral and differential calculus; knowledge of the standard procedures for taking field notes in connection with plane surveying
Ability to analyze and determine the applicability of civil engineering data, to draw conclusions and make appropriate recommendations
Ability to understand, apply and explain the laws, rules, regulations, procedures, specifications, and guidelines governing assigned unit activities and in connection with the construction and maintenance of highways, bridges, buildings, etc
Ability to supervise, including planning and assigning work according to the nature of the job to be accomplished, the capabilities of subordinates and available resources; controlling work through periodic reviews and/or evaluations; determining subordinates' training needs and providing or arranging for such training; motivating subordinates to work effectively; determining the need for disciplinary action and either recommending or initiating disciplinary action
Applicants must have at least (A) four years of full-time, or equivalent part-time, technical or professional experience in civil engineering work in such areas as construction, survey, design, transportation, hydraulics, structural, sanitary, drafting, environmental, highway, architectural, airport, soils and materials, of which (B) at least two years must have been in a professional capacity, or (C) any equivalent combination of the required experience and the substitutions below
SPECIAL REQUIREMENT: Based on assignment, possession of a current and valid Massachusetts Class D Motor Vehicle Operator's License may be required
